Project appeal + Date/Time for Tel. Conference
Dear all, first of all, I wish you all the best for the New Year! And the change of year is always a good opportunity to strike a balance on the precedent one: After an almost fulminate start and debate around the creation of EURALO our RALO and its list fall in agony at the second part of last year. There were some signs and expressions of frustration and it seems to be difficult to define and find a way out of this prevailing silence. Thanks to Sébastien who took the initiative a week ago we have to make another effort now – to restart with a telephone conference at least. After a phone call I had with Sébastien, we both believe there is a unique chance for EURALO ahead that we cannot miss. Thanks to Sébastien and some RALO-friends from North America, there was this great idea and project of a User’s Summit to be organised and held along the ICANN meeting this summer in Paris – as one of the outcomes of the LA meeting in autumn 07. This project offers a real and unique chance for us to re-animate and revitalize our cause, commitments and legitimacy. Some of us (Sébastien, Wolfgang, Annette and I etc.) are supposed to participate at ICANN’s next meeting in February in New Delhi having a chance to discuss and elaborate some more planning and organisational details there. What we do need is not much: Three to five people from EURALO (or even more), besides Sébastien, Annette and me, to take the initiative and to establish an EURALO organisational committee (OC) for the User’s Summit. Almost immediately after ICANN’s New Delhi meeting there is another IGF-preparatory consultation meeting foreseen in Geneva (26 – 28 Feb. 08) offering an opportunity for some more of us (Jeanette, Bill, Karen) to meet in Geneva – as a combined board and OC meeting. Such a prep. meeting in Geneva, let’s say on Monday 25 February, will be easy to organize there – and I will try to find some sponsoring money for it if needed. The main goal and outcome of it would be a concise draft of project for the User’s Summit in summer. After such a prep. meeting we would have about four months to get the work done on a common EURALO project. And thereby we could hopefully revitalize and strengthen EURALO’s capacities (-- otherwise I cannot imagine any other way out for EURALO’s future). Happy New Year. I have a proposal, that might sound funny to some folks: why don't we plan to do in 2008 some work on policy? After all, that's why ALAC and the RALOs have been created, to provide input to ICANN on policy decisions. There are plenty of subjects on the table: the modification of the current regime for the Add Grace Period, issues related to domain name tasting, the comments to USG about the JPA, feedback on the Accountabiity and Transparency document, comments solicited by the GNSO about the WhoIs, modification of the geographic regions, and more. The ALAC Review is starting. It would be very embarassing if the reviewers find out that all what has been done is some basic administration, organization of meetings, participation to IGF, etc., but no substantive contribution to the policy making process. Hi everyone, I am very much in favor of this. One of the issues I would like to see ALAC discuss is registrant representation in DNS regulation. We should also now draft a work plan 2008 which should include a. events (also national and sub-regional meerings like related workshops, conferences, meetings etc.) b. thematic papers on ICANN issues (both themes mentioned by ICANN could be the subject of such an "EURALO Thematic Paper Series" Furthermore, the ICANN Studienkreis will have its 9th meeting in Helsinki, September 4 - 5, 2009. Like in Warsaw (and Prague) we start on Thursday afternoon. So Thursday, September 4, 2008 morning could be used for another EURALO outreach meeting, this time in the Nother part of Europe, the Baltics and Russia. I have a proposal, that might sound funny to some folks: why don't we plan to do in 2008 some work on policy? After all, that's why ALAC and the RALOs have been created, to provide input to ICANN on policy decisions.
There are plenty of subjects on the table: the modification of the current regime for the Add Grace Period, issues related to domain name tasting, the comments to USG about the JPA, feedback on the Accountabiity and Transparency document, comments solicited by the GNSO about the WhoIs, modification of the geographic regions, and more.
The ALAC Review is starting. It would be very embarassing if the reviewers find out that all what has been done is some basic administration, organization of meetings, participation to IGF, etc., but no substantive contribution to the policy making process. One might wonder whether the money that ICANN is putting into this process is not wasted?!?

There were some signs and expressions of frustration and it seems to be difficult to define and find a way out of this prevailing silence.
Thanks to Sébastien who took the initiative a week ago we have to make another effort now - to restart with a telephone conference at least. After a phone call I had with Sébastien, we both believe there is a unique chance for EURALO ahead that we cannot miss. Thanks to Sébastien and some RALO-friends from North America, there was this great idea and project of a User's Summit to be organised and held along the ICANN meeting this summer in Paris - as one of the outcomes of the LA meeting in autumn 07.
This project offers a real and unique chance for us to re-animate and revitalize our cause, commitments and legitimacy. Some of us (Sébastien, Wolfgang, Annette and I etc.) are supposed to participate at ICANN's next meeting in February in New Delhi having a chance to discuss and elaborate some more planning and organisational details there. What we do need is not much: Three to five people from EURALO (or even more), besides Sébastien, Annette and me, to take the initiative and to establish an EURALO organisational committee (OC) for the User's Summit.
Almost immediately after ICANN's New Delhi meeting there is another IGF-preparatory consultation meeting foreseen in Geneva (26 - 28 Feb. 08) offering an opportunity for some more of us (Jeanette, Bill, Karen) to meet in Geneva - as a combined board and OC meeting. Such a prep. meeting in Geneva, let's say on Monday 25 February, will be easy to organize there - and I will try to find some sponsoring money for it if needed. The main goal and outcome of it would be a concise draft of project for the User's Summit in summer. After such a prep. meeting we would have about four months to get the work done on a common EURALO project. And thereby we could hopefully revitalize and strengthen EURALO's capacities (-- otherwise I cannot imagine any other way out for EURALO's future).
Please let us know your ideas about this appeal and who is interested to work with Sébastien, Annette and me on this project.
According to Sébastien's Doodle-Survey the best date and time for our Phone Conference is Thursday 17 January 2008 at 16h00 UTC (= 17h Paris time). I would kindly like to ask Nick to care about the necessary arrangements for this Tel-Conf. next Thursday (Thanks!)

I fully support Robertos and Wolfs approach and also the two additional points raised by Anette. We should also now draft a work plan 2008 which should include a. events (also national and sub-regional meerings like related workshops, conferences, meetings etc.) b. thematic papers on ICANN issues (both themes mentioned by ICANN could be the subject of such an "EURALO Thematic Paper Series"
Furthermore, the ICANN Studienkreis will have its 9th meeting in Helsinki, September 4 - 5, 2009. Like in Warsaw (and Prague) we start on Thursday afternoon. So Thursday, September 4, 2008 morning could be used for another EURALO outreach meeting, this time in the Nother part of Europe, the Baltics and Russia.

Thanks to Sébastien who took the initiative a week ago we have to make another effort now - to restart with a telephone conference at least. After a phone call I had with Sébastien, we both believe there is a unique chance for EURALO ahead that we cannot miss. Thanks to Sébastien and some RALO-friends from North America, there was this great idea and project of a User's Summit to be organised and held along the ICANN meeting this summer in Paris - as one of the outcomes of the LA meeting in autumn 07.
This project offers a real and unique chance for us to re-animate and revitalize our cause, commitments and legitimacy. Some of us (Sébastien, Wolfgang, Annette and I etc.) are supposed to participate at ICANN's next meeting in February in New Delhi having a chance to discuss and elaborate some more planning and organisational details there. What we do need is not much: Three to five people from EURALO (or even more), besides Sébastien, Annette and me, to take the initiative and to establish an EURALO organisational committee (OC) for the User's Summit.
Almost immediately after ICANN's New Delhi meeting there is another IGF-preparatory consultation meeting foreseen in Geneva (26 - 28 Feb. 08) offering an opportunity for some more of us (Jeanette, Bill, Karen) to meet in Geneva - as a combined board and OC meeting. Such a prep. meeting in Geneva, let's say on Monday 25 February, will be easy to organize there - and I will try to find some sponsoring money for it if needed. The main goal and outcome of it would be a concise draft of project for the User's Summit in summer. After such a prep. meeting we would have about four months to get the work done on a common EURALO project. And thereby we could hopefully revitalize and strengthen EURALO's capacities (-- otherwise I cannot imagine any other way out for EURALO's future).
Please let us know your ideas about this appeal and who is interested to work with Sébastien, Annette and me on this project.
According to Sébastien's Doodle-Survey the best date and time for our Phone Conference is Thursday 17 January 2008 at 16h00 UTC (= 17h Paris time). I would kindly like to ask Nick to care about the necessary arrangements for this Tel-Conf. next Thursday (Thanks!)

Hi all I'd like to echo what Roberto had said. In my opinion - we should set up different committees consisting of current EURALO board members and if there are any additional RALO members/volunteers and start drafting some responses / statements on all current policy issues. I am happy to do it at our next conference call and volunteer to take a lead on some issues, e.g. on domain name front running and AGP review and JPA. I think that organising of User summit will take some time, but we cannot all focus on that. some policy work within EURALO and contribute to the ongoing debate. I think that organising of User summit will take some time, but we cannot all focus on that. some policy work within EURALO and contribute to the ongoing debate.
Btw - I plan to be in Geneva (Monday 6pm) and in Delhi, so there will be more of us.

This project offers a real and unique chance for us to re-animate and revitalize our cause, commitments and legitimacy. Some of us (Sébastien, Wolfgang, Annette and I etc.) are supposed to participate at ICANN's next meeting in February in New Delhi having a chance to discuss and elaborate some more planning and organisational details there. What we do need is not much: Three to five people from EURALO (or even more), besides Sébastien, Annette and me, to take the initiative and to establish an EURALO organisational committee (OC) for the User's Summit.
Almost immediately after ICANN's New Delhi meeting there is another IGF-preparatory consultation meeting foreseen in Geneva (26 - 28 Feb. 08) offering an opportunity for some more of us (Jeanette, Bill, Karen) to meet in Geneva - as a combined board and OC meeting. Such a prep. meeting in Geneva, let's say on Monday 25 February, will be easy to organize there - and I will try to find some sponsoring money for it if needed. The main goal and outcome of it would be a concise draft of project for the User's Summit in summer. After such a prep. meeting we would have about four months to get the work done on a common EURALO project. And thereby we could hopefully revitalize and strengthen EURALO's capacities (-- otherwise I cannot imagine any other way out for EURALO's future).
Please let us know your ideas about this appeal and who is interested to work with Sébastien, Annette and me on this project.

Hi Roberto, thanks for your critical remarks and the proposal. But I believe nobody thought on organising a conference in Paris just for the event itself - and to talk about the weather report. The programme and content of such an User's Summit has to deal with ICANN policy of course. And some of the topics you suggested like "Accountability and Transparency" or “the Whois”, or the “registrant representation in DNS regulation“ as Jeanette suggested would all be relevant programme elements of the Paris event. I think that EURALO - like other RALOs - must define and find its/their own approach to "substantive contribution to the policy making process" of the mother organization -- and this is something you cannot reach by phone conferences and mailing lists only. Hi Wolf, Thanks for this useful reboot, I look forward to discussing these ideas and the others regarding policy work on the conference call. One organizational point in the meanwhile: You raise the idea of a board/summit OC meeting in Geneva on Monday 25 Feb. before the IGF. I was toying with the idea of doing a different sort of IG-related workshop at the Graduate Institute on that day, but could put that idea aside for now if there is sufficient critical mass to do a board/OC meeting instead. Barring an unusual circumstance in which all the conference rooms are busy that day, I should be able to host such a meeting with the requisite libations etc. But before I look into the logistics and budget it would be helpful to know whether enough of us would be interested and able to attend.
