Survey on additional engagement mechanisms and experience with QLM ..
Dear All .. We had a quick meeting in Marrakech, Jonathan, Mason, Marika, Olof and myself to discuss how we can move things forward and drive our discussions to conclusion(s) .. We agreed to have a survey to solicit further input from the GNSO and the GAC on possible additional engagement mechanisms as well as the experiences to date with the QLM .. Marika has led staff efforts to prepare this survey<http://www.surveymonkey.com/r/KKK7SDQ?sm=XP5GDzKVq36cwizrleP9Te1XgJcj3%2fGLU...> .. We would like to hear your views before sharing with the GNSO and the GAC .. Dear Manal, is good to hear from you and I hope all is well on your side!!! I would suggest to bring up some more pointed questions between “#5 - Further Comments” and #6 (for GAC respondents), to try to measure impact of the effort a little deeper and promote more concrete comments, something like “Has the past experience with the quick look mechanism # helped you to explain to your Principals and other national stakeholders the relevance of the policies to be developed? ## helped to increase the interest from your Government and/or other national stakeholders in the ICANN Policy development process? ### helped to increase resources your Government plans to dedicate to ICANN (time, staff research) in the future for the upcoming policy cycles #### are you following regularly the calls and meetings of those 3 PDPs? Or any other WGs? ##### any other suggestions on how to enhance collaboration……(as per #6) I guess the questions can be drafted carefully and I would expect some deeper comments or initiatives. Dear Manal, dear Carlos and all Some quick comments from my side: · In general, I find the idea of the survey an excellent one · I agree with the intention of Carlos’ comments (obtain more specific feedback from GAC) · I would also include questions to GNSO participants about their specific experience with GAC inputs during the QLM until now (are they aware of them? Were they helpful? Do they know how to act if they have follow-up questions?...) · As to the explanations included in the survey, I feel many GAC members may still be unfamiliar with many of the concepts used (and long textual explanations, where one has to specifically click-through are probably not very helpful). Therefore, in order to reach out to as many GAC members as possible, I would suggest the following: o first, that more visual elements are included, where, for instance, the QLM is put in a visual context of the whole PDP process. GAC members should be made aware of the limited scope of the QLM and that the PDP process is a much longer exercise; o second, I feel that the specific experience had so far should also be shortly and concisely explained within the survey itself in order to exemplify the concrete impact of the QLM up to now (“we have had the following specific PDPs so far, where GAC inputs in the QLM were given… these inputs were then reflected in this or that working doc, etc. – visual elements would again be helpful) Hope this helps Best Jorge -----Ursprüngliche Nachricht----- Von: gac-gnso-cg-bounces@icann.org [mailto:gac-gnso-cg-bounces@icann.org] Im Auftrag von Carlos Raúl Gutiérrez G. Thanks a million Carlos and Jorge for your prompt and valuable comments !! Although the shortness and flexibility of the survey were intended, I take your points that referencing specific experiences, using visual elements and adding more pointed questions to both the GAC and the GNSO may better serve the purpose of the survey .. Do other colleagues agree? Any further comments? Marika, can you kindly lead the efforts again to reflect the feedback received, and circulate an updated version .. Dear Carlos, I have some comments to the questions you suggest to add. The CG wants to measure how useful the Quick Look Mechanism has been. Other considerations, such as consultation with stakeholders back home, resources devoted by national administrations to ICANN participation, the level of commitment of respondent in PDPs or WG... are not the aim of the Consultation Group and could be better addressed in other contexts. Thanks Gema .. I see your point and don't think we should be forcing answers or requesting a binary answer to any of those questions .. By the way, we agreed to have no mandatory questions .. so respondents can choose to answer some or all of the questions .. Anyway, let me try to suggest this .. Would it be acceptable to you, Carlos and other colleagues if we just mention those points between brackets in “#5 - Further Comments”, as examples of further comments GAC members may wish to share; and leave it up to each and every member to comment on those points, other points, or leave the whole box empty ?
