Dear IRT, Thank you all for your time and feedback on draft responses to threshold questions. We would like to address several candidate threshold questions that are shown in the IRT Threshold Question tracker<https://docs.google.com/spreadsheets/d/1rqfRaG1yL8HU48u0_3rIHkREoWN0Psr0rT_I...>. During the recent IRT sessions on 13 and 27 February 2025, each of the below questions were discussed and an approach was proposed to address each of them as part of existing threshold questions. Please see below the assessment and handling discussed for the relevant candidate threshold questions. For any IRT members who were not present at the last session, and who have any objections to the handling of these questions, please reply on-list by Monday, 10 March 2025. Consolidation of several of candidate threshold questions related to or with a dependency on TQ.B. Accreditation Program - was it ever officially requested?: * TQ.H: Contracted Party Addition(s): Questions related to possible GNSO structural changes including potential creation of a new contracted party, or even ICANN Bylaws amendments, are dependent on the implementation model selected and could be included as part of TQ.B. * TQ.L: Point of contact requirement for P/P providers, which requestors can contact - can be combined with TQ.B, as it relates to the implementation model which will be selected. * TQ.O: Customer surrendering domain name in lieu of disclosure - requirements for P/P provider - can be combined with TQ.B, as it also relates to the implementation model, as it is a question about how the P/P provider is covered in a case where provider is not also the registrar. Additionally, we propose including both TQs M and N to be addressed as part of TQ.C: Illustrative Disclosure Framework - policy or not?, given the dependency on Council's response to whether the illustrative disclosure framework must inform our policy, or if it the IPT and IRT have leeway in drafting such disclosure frameworks during implementation, or perhaps even to reject some or all of what is proposed in Annex B. * TQ.M: Providing evidence of wrongdoing (copyright infringement case) and * TQ.N: "General Policy Stated Herein" question The IPT is also currently working on several possible implementation models to present and discuss with the IRT, which we intend to share within the next several weeks, to support TQ.B.
