High- Level notes: 1. Welcome (5min) 2. Introduction to early draft of the initial report (30min) · Leadership presented the overall structure of the Initial Report and consideration for WG members when reviewing the document. · Report includes content from Prelim Rec Review Doc and WG methodology and background information. · Leadership noted that the report will likely go out for Public Comment in August/September. · Until then the WG has time to review and finalize the draft report, conduct its consensus call and complete the final impact assessments. 3. Resolving pending “Cannot live with” items (50min) * The WG reviewed the remaining unresolved CANNOT LIVE WITH items with the objective of reaching consensus before publication of the Initial Report. * LT proposed language for updated Implementation Guidance on Rec 1. The WG seems positive towards the suggested language. * Discussion focused on Prelim Rec 1 concerning actionable evidence and trigger. * Some WG members discussed how to potentially avoid penalising a new registrant for abuse associated with a previous registration. * Alternative wording "related to the current registrant" was proposed for further consideration. * WG members noted that the registrar's investigation would determine whether the evidence is actionable and whether any mitigation is warranted, including the possibility that no action is taken. · IPC reported ongoing discussions with the RrSG, including exchange of revised drafting and clarifications on the baseline understanding of “reasonably accessible information”. · LT noted that, in the absence of agreed compromise language, the Initial Report would continue to reflect the current drafting while recording the IPC's remaining concern. · IPC committed to continue discussions with RrSG and to bring revised language back to the WG at the next meeting. · Leadership encouraged the parties to reach a compromise but noted that the WG would ultimately need to progress the report based on rough consensus if agreement could not be reached. · LT suggested for IPC and RrSG to invite Nick (vice-chair) to their meetings to help if needed. · Proposed language by LT on CANNOT LIVE WITH ITEM raised by NCSG was accepted by WG. · Leadership noted that the remaining outstanding "Cannot Live With" items would continue to be addressed during the WGs review of the Draft Initial Report, with revised drafting to be considered as discussions progress. 4.
