Dear small team members, Staff took a first cut at drafting a message to some of the community groups that have shown a keen interest in the topic (i.e., ALAC, GAC, SSAC, DNS Abuse Institute), though this may not be the full list of outreach targets. There is a general outline that is mostly consistent for each of the draft messages, which first seeks to differentiate between content abuse versus the types of abuse in contracts (e.g., pharming, phishing, malware, botnets) and notes that the current Bylaws do not allow ICANN to regulate content. The aspect that varies across the letters is referencing the previous pieces of Advice or other communications the groups have provided on the topic of DNS abuse. The second part that is common across the letters is asking each of the groups to identify specific DNS abuse issues and if/why/how policy development in particular is the right mechanism to address the issues. On the staff side, we were planning to schedule a call next week at the same time, where the approach for the letters could be discussed as well as the co-leads be confirmed, presumably by non-objection. However, next week is ICANN73 prep week and we do not want to create conflicts for those that want to fully participate. As such, we would suggest that the group tries to review the staff draft and refine as necessary over email. Concurrently, we can seek to schedule a meeting the week of 28 February - 4 March (targeting the Wednesday again), in the event the group cannot reach agreement on the text over email. I believe the group agreed that the next step would be to get the Council on board with the approach and text, and have the communications sent by the Council rather than the small team. If the group can reach agreement on the text before having to meet again, we can of course carry out these next steps sooner rather than later. Lastly, I would call attention to the fact that the DNS abuse small team is on the Council meeting agenda as AOB.
