Final Versions of DNS Abuse Report and Motion
Dear All, As we have not received any further comments on the DNS Abuse ST Motion or Draft Report. Please find attached the final versions that include language adjustment as suggested and agreed to on our last call. If we do not receive any further comments, objections by end of day today, we will be sending this to Council ahead of the deadline for documents for our 14 August meeting. Best, Jen
Sorry to nit-pick at the 11th hour. *MOTION, suggested amendments highlighted* WHEREAS 5. In considering the external input received -- new data provided by one year of ICANN Contract Amendments (proposed amendments aimed to enhance obligations by requiring registrars and registry operators to promptly take reasonable and appropriate action to stop or otherwise disrupt DNS Abuse), and the INFERMAL Study as well as the Netbeacon Whitepaper and Blog on ICANN Contract Amendments -- the Small Team has identified a list of several gaps in existing DNS abuse mitigation frameworks. WHEREAS 6. While all identified gaps listed in the gap matrix will be considered in the Issue Report, the Small Team recommends elevating the three prioritized gaps for the a draft Charter development due to their recurrence in data sources and stakeholder input, meaning: ○ i) important/impactful gap to solve ○ ii) likely to gain broad consensus ○ iii) ideally, the potential solution(s) seem achievable having in mind current workload and resources. WHEREAS 7. The Small Team delivered its report, containing 4 recommendations, to the GNSO Council on 4 August. RESOLVED 2. The GNSO Council thanks the Small Team for its efforts, as well as the community groups that contributed to it. (not sure of any significance in the use of 'Small Team' versus 'small team') *REPORT* Thank you for the additions in the report: Under Recommendation 3 rationale: The ST further notes that all identified issues should be assessed through a balanced analysis that considers the rights and responsibilities of all stakeholders involved to ensure that any policy development appropriately reflects fairness, proportionality, and due process. And under Recommendation 4 rationale: Once the Final Issue Report has been finalized/published,[1] the GNSO Council and the DNS Abuse Small Team will coordinate to determine when additional work or follow-up from the Small Team is needed. This alignment aims to support continued efficiency on a topic of high importance to the ICANN Community. Hi I don’t want to hold up the group and I don’t know what NCSG thinks at this point since I raised the priorities generally with them but didnt flag this. I have recommended to them not to support associated domain check investigation as a priority since it needs much more discussion and we can’t have it worked on without the serious safeguards in place because it literally can lead to profiling and has to be approached with caution. I will say that on GNSO council mailing list and during our meeting as well and will see what NCSG thinks hoping that if they are aligned we can reflect our concerns somewhere.
