One outcome I wanted to prevent is, that each and every TLD starts a process to discuss with all their registrars to decide how and by whom the data is made available. That would be a terrible burden for registrars if they have to have the same discussion with hundreds of registries. But if this is on a higher level, such that just once registries and registrars come together to decide this, then that should be fine.
