welcome & preparations for the IDN EPDP

Dear EPDP Team members, Welcome to the EPDP Team tasked with reviewing Internationalized Domain Names (IDNs). I'm looking forward to working with all of you on this EPDP. You should have received an invite for our first meeting, which is scheduled for Wednesday, 11 August 2021 at 14:00 UTC, though not ideal for some, we did want to get moving and in our first meeting we will identify our recurring date/time for our regular meetings going forward. In case you are unable to join the first meeting, please do let us know ahead of time your general preference for the day-of-week and times for meetings. I want to share a few notes in advance of our first meeting to help ensure that we can get through all of the start-up tasks for the Working Group in a timely manner. In preparation for the first meeting, please take the time to begin familiarizing yourself with the following materials: - IDN EPDP Charter <https://community.icann.org/display/epdpidn/2.+Charter> - New gTLD Subsequent Procedures Final Report (Topic 25: Internationalized Domain Names (IDNs) starting on page 114) <https://gnso.icann.org/sites/default/files/file/field-file-attach/final-repo...> - IDN Variant TLD Implementation Staff Paper<https://www.icann.org/resources/pages/idn-variant-tld-implementation-2018-07...> - Recommendations for the Technical Utilization of the RZ-LGR<https://www.icann.org/en/system/files/files/rz-lgr-technical-utilization-rec...> - Consensus Playbook<https://gnso.icann.org/sites/default/files/file/field-file-attach/pdp-3-4-co...> - GNSO Working Group Guidelines<https://gnso.icann.org/sites/default/files/file/field-file-attach/annex-1-gn...> & EPDP Manual <https://gnso.icann.org/sites/default/files/file/field-file-attach/annex-4-ep...> - GNSO IDNs EPDP Community Outreach Session at ICANN71, providing an introduction to the EPDP <https://71.schedule.icann.org/meetings/TZvWRhnydWDPSE64v> By the second Working Group meeting, we should expect that everyone has carefully read all of these documents. Once you have completed your document review, please confirm here<https://docs.google.com/forms/d/e/1FAIpQLSfbXhd2L4oAb_Cn22FnjkSoDSj0K-HNcijD...>. The goal of this exercise is to ensure that everyone is starting off on the same page with the same foundation of information, which will enable us to be a more effective team. Leading up to and during that second meeting, please feel free to take the opportunity to ask clarifying questions upon reviewing the materials. In addition, a comprehensive document library is included on the Working Group's workspace (see https://community.icann.org/display/epdpidn/3.+Background+Documents). An understanding of these documents, especially the Key Resources at the top of the page, will help to ensure your full and productive participation in Working Group deliberations. In reviewing the document library, if you believe any critical documents are missing, please let the ICANN staff team know. The following items will be on the agenda for the first meeting: - Welcome from the Chair - Vice Chair: We have an opportunity to select one Vice Chair for this Working Group, but we are not required to do so. - Charter: It would be helpful if everyone could read through the Charter<https://community.icann.org/display/epdpidn/2.+Charter> before the first call. We will briefly go over some key points and answer any questions that members have. - Operating Mode/Working Methods: In our first meeting, we'll talk about some of the logistical elements of how we will work, including the decision-making process for this Working Group. We'll also review what is expected of those participating in this Working Group. From the outset, I would like to emphasize the importance of working towards developing consensus recommendations, which means working constructively and collaboratively to find outcomes that members can ultimately accept. To this end, the Consensus Playbook <https://gnso.icann.org/sites/default/files/file/field-file-attach/pdp-3-4-co...> is among the resources that you are being asked to read by the second meeting. We'll be drawing on the methods and techniques in the playbook throughout the life of the EPDP, so everyone should be familiar with it. - Work Plan: On our first call, we will have an opportunity to speak a bit about the Work Plan and what can be expected in our first weeks of work on this EPDP. As a preview, the initial areas of focus will be: - High-level review of the topics within the Charter - Prepare to request input from SO/AC/SG/Cs on topics in the Charter - Deliver Work Plan to GNSO Council - Meeting Frequency and Schedule: We'll have an opportunity to discuss the meeting frequency and the proposed day/time of the calls. - Coordination with other community efforts on IDNs As standard practice during the first meeting of a PDP/EPDP, members will generally do a round of verbal introductions so we can get to know each other. Action Item: In this case, given that we have a bit of time until the first meeting, I would ask all of the Members to briefly (no more than a couple of paragraphs at most) send an email to the list, describing your relevant experience/background and any objectives you have for participating in this EPDP. I look forward to seeing all of you on the call and hearing from you on the list. Best regards, Edmon -- This email has been checked for viruses by AVG. https://www.avg.com

Good morning fellow EPDP colleagues, as requested by Edmon, here is a short introduction of myself. My name is Michael Bauland and I'm representing the Registrar Stakeholder group. I'm employed at Knipp, a German based (UTC+02:00/UTC+01:00) ICANN accredited registrar and software company specialised in software for the domain industry. Among others we've developed and operate our own registrar and registry software (though we are not a registry ourselves). My interest in IDN started several years ago, when we had to encode the IDN support for the Arabic script TLD بازار (bazaar) and its complex variant rules. Following this I became a member of the Latin Script Generation Panel and the ccPDP4. I'm looking forward to working with this team. Once you have completed your document review, please confirm here< https://docs.google.com/forms/d/e/1FAIpQLSfbXhd2L4oAb_Cn22FnjkSoDSj0K-HNcijD...>.
The following items will be on the agenda for the first meeting:
- Welcome from the Chair
- Vice Chair: We have an opportunity to select one Vice Chair for this Working Group, but we are not required to do so.
- Charter: It would be helpful if everyone could read through the Charter< https://community.icann.org/display/epdpidn/2.+Charter> before the first call.
To this end, the Consensus Playbook < https://gnso.icann.org/sites/default/files/file/field-file-attach/pdp-3-4-co...> is among the resources that you are being asked to read by the second meeting.
- Coordination with other community efforts on IDNs
As standard practice during the first meeting of a PDP/EPDP, members will generally do a round of verbal introductions so we can get to know each other.
Best regards,
Edmon

Hello all, I am one of three representatives of RySG (Registries) in IDN EPDP WG, one of three RySG GNSO Councillors. I participated in the IDN Scoping team, IDN EPDP Chartering team. I work for FAITID Registry, Moscow as a special operations manager (UTC+3, no summer time). As a GEO Registry FAITID has an IDN TLD (.МОСКВА / .xn--80adxhks) and we have operational experience in managing IDN domains. Careful review of initial questions and preparation of this EPDP recommendations will ensure that the resulting policy is well balanced and implementable. I think all Internet users, and in particular non English speaking ones will use more IDN domains in situation where there is less confusion (due to variants), so the Community and Registries and Registrars will benefit from this change. Sincerely Yours, Maxim Alzoba Special projects manager, International Relations Department, FAITID Current UTC offset: +3.00 (.Moscow)

By the second Working Group meeting, we should expect that everyone has carefully read all of these documents.
The following items will be on the agenda for the first meeting:
- Welcome from the Chair
- Vice Chair: We have an opportunity to select one Vice Chair for this Working Group, but we are not required to do so.
- Coordination with other community efforts on IDNs
As standard practice during the first meeting of a PDP/EPDP, members will generally do a round of verbal introductions so we can get to know each other.
Best regards,
Edmon

Hello everybody. My name is Christian Dawson, and I am a representative of the ISPCP. IDNs have been an interest for years, and I am eager to do what I can to help. The ISPs have a keen interest in Universal Acceptance, as our help desks are particularly affected when gTLDs of any sort aren’t recognized by Internet connected systems. I was part of the group, along with Edmon and others here, that originally helped form the UASG to attempt to address that issue, particularly for IDNs. I wrote the original charter for that group. My focus within the UASG was outreach, not technical, and I am looking forward to learning more here at this EPDP in hopes of finding additional ways to help. All the best, Christian Dawson Executive Director i2Coalition <http://i2coalition.com/> c: 703 623 2612

Dear All This is Wei WANG from China. I was the Co-Chair of Chinese Generation Panel (2004-2020). Last year we finished the CGP LGR proposal which has been approved by the ICANN Board and published as part of Root LGR-4. Happy to see that we are moving to the next step, to generate the rules to implement the LGR from broader perspectives. I used to be the CTO of CNNIC (ccTLD) and KNET (New gTLD). I served in the PTI Board from 2017-2020. Now I am also a RSSAC Caucus member . Sincerely looking forward to working with you all. Hello EPDP Team, I know many of you, or have at least run into many of you at an ICANN meeting, and I look forward to working with you all on this exciting project. Although MarkMonitor votes in the RrSG, I will represent the IPC on this EPDP. MarkMonitor and the IPC both are proponents of IDNs as a starting point. Also, we are supportive of smart policy decisions that can enable the robust utilization of IDNs in a way which avoids consumer confusion, homoglyph attacks, etc. I have a working familiarity of IDNs having done some thought leadership and product development on homoglyph attacks, and I am also representing the IPC on some collaborative work with the RySG on this front as well. Any language I can currently speak with any proficiency uses the Latin script, so I particularly look forward to learning a great deal from colleagues who fluently work in non-Latin script characters. Dear EPDP Team Members, Thank you for the ZOOM Meeting on 11 August 2021. I am sorry for this belated introduction. My work with ICANN began more than two decades back as a Member at Large. It has been my privilege to deliberate on Domain Names with the various stakeholders. By the second Working Group meeting, we should expect that everyone has carefully read all of these documents. Once you have completed your document review, please confirm here<https://urldefense.proofpoint.com/v2/url?u=https-3A__docs.google.com_forms_d...
. The goal of this exercise is to ensure that everyone is starting off on the same page with the same foundation of information, which will enable us to be a more effective team. Leading up to and during that second meeting, please feel free to take the opportunity to ask clarifying questions upon reviewing the materials.
In addition, a comprehensive document library is included on the Working Group's workspace (see https://urldefense.proofpoint.com/v2/url?u=https-3A__community.icann.org_dis... ). - Charter: It would be helpful if everyone could read through the Charter<https://urldefense.proofpoint.com/v2/url?u=https-3A__community.icann.org_dis...
before the first call.
To this end, the Consensus Playbook <https://urldefense.proofpoint.com/v2/url?u=https-3A__gnso.icann.org_sites_de...
is among the resources that you are being asked to read by the second meeting.
Hi everyone, My name is Joseph Yee and am one of the three members representing the Registries Stakeholder Group (RySG). I'm technical account manager at Donuts (joined from Afilias) and I'm based in Toronto, Canada (UTC -4 now). I participated in the ICANN IDN TLD Variant Issues case studies (Chinese Variant, Integrated Issues) in 2011 and I was the co-chair of IETF working group Email Address Internationalization (EAI) in IETF where the group developed standards on enabling native Unicode characters in email addresses for both user name part and domain name part. Looking forward to working with everyone. Best, Joseph On Thu, Jul 29, 2021 at 9:21 PM Edmon Chung <edmon@registry.asia> wrote:

Hello everyone, I am Justine Chew, and am one of 3 participants alongside 3 other members representing the ALAC. Based in Kuala Lumpur, Malaysia (UTC+8), I am also one of 15 members of the ALAC, as selected by NomCom to represent the the APAC region (vide APRALO) for the 2019-2021 term. I'm participating in this EPDP as IDNs are an area of importance for APRALO and for individual Internet end-users in the APAC region in general. While not an expert in IDNs, this EPDP's background reading materials are reminiscent of my high-level attempt at following the work of past WGs/teams in this area. On a related front, I was a member of the SubPro PDP WG from early on and acted as the At-Large liaison for that WG in the last 2+ years of its term. As with others, I too look forward to working with all of you.
