Draft Outcome: Charter Questions A5 & A6
Dear All, Please find the draft outcome language for charter questions A5 and A6 on this google doc, pp.6-11: https://docs.google.com/document/d/1Bt0LT45UaLynFNverh1nJhyvq6q6NxgSFAOnOp2L... (it is also posted on the wiki page here: https://community.icann.org/x/XwyHCg). Following the agreed format, the draft outcome language includes the following components: * Brief answer to the charter question * Recommendations and implementation guidance * Rationale for recommendations and implementation guidance We would like to highlight the following elements: * Recommendation 1.5 under A5 (p.6): this proposed recommendation may be revisited after the EPDP Team tackles other charter questions; additional details may need to be fleshed out. * Recommendation 1.6 under A6 (p.9): please pay particular attention to the proposed definition of “grandfathering” and provide input, if any. Please provide any input/suggestion for the draft outcome language on the mailing list by Tuesday, 22 January. Any substantive comments will be discussed during the EPDP Team meeting in about two weeks. Best Regards, Steve, Emily, Ariel
Hi All Just to follow on from Ariel's email: consideration and input on the language drafted for A5 and A6 by the represented groups of this EPDP Team is really important to our work. Rather than rely on the assumption that no comment means agreement, I'd prefer to have each represented group actively confirm their agreement if that is indeed the case and if not, provide comments/input so that we can discuss areas of contention and find agreeable language for all to the extent possible. Hi Ariel, Steve, and Emily, thanks for the work of drafting the text. In general I have no objections to the draft. I found the following small items: * footnote 15: "For the scripts with allocatable variant labels, ICANN org staff ran them through the RZ-LGR to see how many variants are created." should be changed to "For the scripts with allocatable variant labels, ICANN org staff ran all existing gTLD labels through the RZ-LGR to see how many variants are created." It was not the scripts that have been run through the RZ-LGR, but the existing labels. * Implementation Guidance 1.9: You usually put "(if any)" after "delegated and allocated variant labels", I guess it should be added here, too. * Last paragraph of page 10: "The existing registry operator will be able to continue to operate the affected TLD and its delegated and allocated variant labels (if any)" I guess, for clarification, we should add something in the way of "though it will not be allowed to apply for any new variants unless those variants adhere to the updated version of the RZ-LGR." This is to make sure grandfathering really only covers delegated or allocated variants, but it does not give the gTLD the permit to add apply for further variants that would be valid with the old RZ-LGR but are invalid with the new version. Ariel cc as above Good evening; thank you for the opportunity to input into this important debate; and thank you for being flexible with the response deadline. Would like, for GAC to endorse the draft responses to the Charter Questions A5 and A6. Would make the following observations: 1). In general the GAC seeks, along with many others, an enhanced opportunity for multilingualism on the Internet; and thus an IDN process which, within technical constraints, is as flexible and attractive (to vendors) as possible; 2). That while we should take note, and learn from all the excellent work that has taken place previously, we should be innovative and ambitious in our work to help enhance the adoption of IDNs; *Specifically on A5: * - Completely agree we should not, in any sense, set arbitrary limits on variants; this would be very negative; - Agree that "Guidance" would, of course, be useful. *Specifically on A6: * - It would be very negative indeed, as noted in the WG response, to have a situation where a varian is invalidated through no action on the applicant's behalf; - Ay potential issue, necessitating, a change to RZ-LGR should be publicised well in advance with necessary information communicated to all interested parties; - Completely agree that grandfathering has to apply. many regards Nigel On Mon, 28 Feb 2022 at 22:27, Tomslin Samme-Nlar <mesumbeslin@gmail.com> wrote:
