Notes prior to the EPDP call
Hello Everyone: I hope you don’t mind that I write to you informally from time to time on matters that come to mind where I think it would be of benefit to communicate immediately and not wait for meetings. In the interest of the meeting tomorrow going smoothly, I want to call your attention to one item in the agenda and “Welcome” note that were sent yesterday. We have replaced the typical introductory remarks where we go around the table and allow each member to introduce themselves. That would take over an hour of the two-hour session and I want to make better use of your time. Instead, 2-3 minutes will be allotted to each group to describe its goals for this collaboration and whatever else the members want to describe:e.g., the names of the members or any challenges / opportunities they face. Please select a member of your group to speak for all of you. I have also asked that each member send in a brief “bio” (2-4 sentences) that we can post in the team wiki pages. (We have received one so far.) Thank you for making this adjustment. Also, I aspire to start the meeting right at the appointed hour. Please login to the meeting slightly before that time. I have sat through many meetings that start late, calculating the combined hourly rate of attendees waiting for the meeting to start. Thanks in advance for making your best efforts here. I certainly understand you have professional matters that must be addressed and might delay your entry from time to time. I hope you found this useful. I welcome your feedback at anytime. Thanks Kurt, good idea to get introductions out of the way here. I am Milton Mueller, Professor at Georgia Tech and part of the Internet Governance Project. I'm a veteran of the ICANN process, going back to 1997. Have been on the GNSO Council, chair of the .org divestiture WG, member of several ancient Whois working groups, member of the IANA transition Coordinating Group, etc. I'm participating in the ePDP as a member of the Noncommercial Stakeholders Group. We've worked with data protection authorities going back to 2004 to advise ICANN on the Whois issue. Dr. Milton L. Mueller Professor, School of Public Policy Georgia Institute of Technology

Thank you, Kurt, and hello fellow panel members. I'm Mark Svancarek from Microsoft. (To avoid transcription problems, I am often "Mark from Microsoft" at ICANN or IGF. Inside Microsoft, I am usually "marksv".) By training I am a computer engineer, though in 25 years at Microsoft I have had many roles. I was first introduced to privacy concerns 15 years ago, when Microsoft launched our Trustworthy Computing initiative while I was working on Windows product activation. I was most recently part of our Customer and Partner Advocacy group, working with engineering teams to ensure their plans and priorities produced good partner and end user outcomes. I first came to ICANN 45 specifically to ensure that products and services teams at Microsoft were ready for the wave of gTLDs and IDNs that would be coming at them. Later, I joined the UASG because of the impact of Universal Acceptance on people and organizations everywhere on the planet. I'm currently a co-chair of UASG, and earlier this year we were proud to announce that Microsoft email products and online services can support EAI. Once involved at ICANN, I also began following WhoIs and RDAP efforts and engaged with the internal Microsoft teams who used the dataset to detect digital crimes and protect trademarks. I helped redraft the RDS PDP problem statement (ICANN 55, I think) but was never very active in the PDP WG itself. I have recently changed roles again. I am now a member of the Internet Technology Policy team in Microsoft's Privacy and Regulatory Affairs group, which means I can dedicate myself to UASG, RDAP and EPDP rather than working on them part time. Microsoft believes that privacy is a fundamental human right, and we support GDPR as an important step forward for privacy rights in Europe and around the world. We also believe that there are legitimate purposes for which nonpublic portions of the dataset can be accessible under certain circumstances. I am looking forward to working with you all in this challenging but achievable effort to create policy which obeys both the letter and the spirit of GDPR while appropriately supporting those legitimate purposes, and working with Marc and the RDAP team to ensure that RDAP and EPDP outcomes remain compatible with each other. /marksv

Hi All and Thanks Kurt. My name is Alex Deacon. As a software engineer I've been involved in the design, implementation and standardization of Internet infrastructure technologies since 1993. I started my career as a developer at the NASA NIC, was a founding engineer of a small unknown startup called VeriSign where I worked for 15 years and was involved in advanced product development and research in Symantec Labs and at Neustar Labs. While I was familiar with ICANN's work and activities since its founding I didn't actively participate in the ICANN circus until 2013 as part of my responsibilities as SVP of Internet Technology for the MPAA. I was an active participant in the PPSAI PDP, PP IRT and the RDS PDP (Next Gen WHOIS) where I served as a co-chair for the CSG towards the end of that work. I am now an independent consultant focusing on issues of Internet technology, infrastructure, security, policy and governance and am participating in the EPDP as an IPC rep on behalf of the MPAA. Dear all, To introduce myself, I am Alan Woods, one of the Registry Stakeholder Group EPDP representatives. I hold a compliance and policy position within Donuts Inc. and as a qualified barrister (lawyer/advocate) from Ireland, I do hope to be able to provide an Irish and thus a Eurocentric perspective to the EPDP deliberations. Hello Kurt, all - My name is Ashley Heineman and I am currently the US representative to the GAC, employed by the National Telecommunications and Information Administration (NTIA) at the US Department of Commerce. Over the last ten years I've been responsible for overseeing the management of .us, .edu, and the technical aspects of the IANA functions contract (obviously not any longer!) including their respective WHOIS related requirements. Over the course of the last year (plus), I've worked intimately with US government agencies deliberating on GDPR and its impact on US government, industry, and consumer WHOIS access needs. I am currently on the PP IRT and a member of the RSSAC Caucus (not representing either on the EPDP). I look forward to working with you all (for apparently many, many, many hours) and hope for fruitful and constructive engagement. My name is Ashley Heineman and I am currently the US representative to the GAC, employed by the National Telecommunications and Information Administration (NTIA) at the US Department of Commerce.

Thank you Kurt and hello everyone. My name is Marc Anderson, and I am one of the Registry Stakeholder group representatives to the ePDP. I am a Product Manager at Verisign where I've worked for over 13 years. My position focuses on areas where policy and technology overlap and in this role I've developed a particular expertise in RDDS policy and the technologies behind it (Whois / RDAP). I will be involved in implementing the recommendations that come out of this working group. I hope that my policy and operational experience is beneficial in helping this working group develop policy recommendations. I was a member of the Thick Whois working group and subsequent IRT and served as a member of the (on hold) Next Gen RDS PDP from the beginning and recently was named as one of the interim co-chairs. I chair the RDAP Pilot discussion group and am one of the two co-chairs of the registry/registrar technical operations discussion group. I look forward to working with you all on this ePDP. Dear all, My name is Ayden Férdeline, and I am one of the Non-Commercial Stakeholder Group’s six representatives on this working group. I am also a member of the GNSO Council, and Chair the GNSO Council’s Standing Committee on Budget and Operations. I have been a part of the ICANN community for nearly three years now, so while I will be the first to admit that I am no expert on any DNS policy issue, I do try to be objective and always do my homework before a call. I’m looking forward to working with everyone over the coming months. Best wishes, Ayden Férdeline P.S. As our alternates do not have posting privileges to this list, I’ll reach out to them and ask that they forward me their bios. I’ll then send them all along in one message, once I have them.

Hello Everyone: I am Kurt Pritz, the Chair of this endeavor. I have worked in the domain name industry and DNS-related businesses for 15 year. I worked at ICANN, managing stakeholder relations and the contractual relationships with registries and registrars. During my time there, I also managed business operations, strategic planning and the development of the new gTLD program. I now serve on the Strategic Planning Board for the .ART registry operator, with offices in London and Moscow. Prior to that, I was an operations manager, leading engineering and production departments in the aerospace, electronics and entertainment industries. I see my role as part leader and part manager. In the manager role, I want to ensure we have the right resources to succeed, so if you see an unmet need, please bring it to my attention. I will gladly accept constructive criticism and will always attempt to take your advice as a path for improvement. Best regards, Kurt
Hello Kurt and ePDP Members. I’m James Bladel, Vice President of Global Policy at GoDaddy. I’ve been involved at ICANN for over 10 years, and during that time I’ve contributed to or led several PDPs, two Review Teams, and served two terms on the GNSO Council (2 years as Chair). As a Registrar, GoDaddy manages over 75 million domain names for 18 million customers around the world. And while we started in the US, we now have a significant presence in Europe and therefore substantial exposure to GDPR. I’m hopeful that this group will move quickly and purposefully to complete its recommendations before the Temporary Spec expires, and look forward to working with everyone. ------------- James Bladel GoDaddy ________________________________ From: Gnso-epdp-team <gnso-epdp-team-bounces@icann.org> on behalf of Kurt Pritz <kurt@kjpritz.com> Sent: Tuesday, July 31, 2018 11:25:48 AM To: gnso-epdp-team@icann.org Subject: [Gnso-epdp-team] Notes prior to the EPDP call Hello Everyone: I hope you don’t mind that I write to you informally from time to time on matters that come to mind where I think it would be of benefit to communicate immediately and not wait for meetings. Hi, I am Amr Elsadr, and am one of the NCSG representatives on this team. My background is in healthcare, but have worked most of my career in telemedicine and e-health solutions for healthcare providers and patients. I am currently consulting on hospital information system designs, mainly focused on mapping of information infrastructure as part of the design process. I’ve been involved with ICANN since 2009, and during that time have been involved in a few WHOIS-related efforts including the “thick” WHOIS PDP and IRT, as well as the translation and transliteration of contact information PDP (concerned with internationalized registration data) and IRT. I represented the NCSG on the GNSO Council between 2015 and 2017, and served on the ICANN Policy Staff team in 2017 supporting the GNSO, during which time I assisted in supporting the RDS PDP. Dear all, Please find below the bios of the Non-Commercial Stakeholder Group’s alternates. I am forwarding this along, as these representatives do not have posting privileges on our list. Best wishes, Ayden (in alphabetical order) Collin Kurre My name is Collin Kurre and I represent ARTICLE 19, a London-based human rights organization. In parallel to leading our ICANN engagement, I’m responsible for developing new tools and resources for assessing the human rights impacts of internet infrastructure providers, including registries/ars. My engagement in DNS policy has steadily increased since 2015, when I became interested in ICANN while writing my master’s thesis on multistakeholder internet governance. Within the ICANN community, I’ve been primarily involved in the CCWG-Acc and the Working Party on ICANN and Human Rights (which I co-chair). Look forward to creating what I hope will be a future-proof solution to this challenge. David Cake My name is David Cake, I am an experienced ICANN participant, having been a GNSO Councillor and Vice-Chair, and involved in multiple policy processes, most recently as one of the Vice-Chairs of the Next Generation RDS group that was suspended due to overlap with this group. I am a long time activist on concerns including privacy and digital rights, including around a decade as Chair of Electronic Frontiers Australia. Professionally I am a technical consultant with a computer science and programming background, currently mostly working for Red Piranha, an information security firm, and I am a part time PhD candidate at Curtin University. I am based in Perth, Western Australia, and I am participating in this WG as a member of NCSG. Tatiana Tropina My name is Tatiana Tropina, I am a Senior Researcher at the Max Planck Institute for Foreign and International Criminal Law (IT law department). I am working on legal and regulatory frameworks in the field of cybersecurity and cybercrime, in particular, law enforcement access to data in transmission and stored data in criminal investigations. I'm participating in the ePDP as an alternate of the Noncommercial Stakeholders Group. I'm also a GNSO councillor at ICANN.

Hi all, my name is Thomas Rickert and I am one of the representatives of the ISPCP on this group. I am a lawyer and managing partner of Rickert Rechtsanwaltsgesellschaft based in Bonn, German. Additionally, I have been working with ISPCP member eco Association of the Internet Industry for some 20 years and represent eco at ICANN for some 10 years. Hi Kurt & All- I work for Facebook, where I lead our DNS strategy and management activities and fight IP infringement and fraud. Our main interest in RDS and ICANN is to keep our platform and our products safe for our 2.5 billion users. I have been in the industry for over 15 years, having previously worked at ICANN as the Vice President of Strategic Initiatives, and, before joining ICANN, served as the General Counsel of MarkMonitor. While at ICANN, I worked closely with the EWG on Registration Directory Services, and gained deep knowledge of the WHOIS issues, consensus policy development, and the ICANN contracts. I am representing the Business Constituency on this group, and am looking forward to working with you all. Dear Kurt, all, Being on holidays first my apologies for not being able to join actively the 1st ePDP call (however tried to listen part of it passively : ). I am Georgios TSELENTIS working as policy and programme officer for the Directorate-General for Communications Networks, Content and Technology (DG CONNECT), European Commission. I serve currently as GAC alternate for the European Commission. In the Next Generation Internet unit, we deal with funding research for the Future Internet and with Internet Governance issues where I follow and support activities like the .eu TLD, the Internet Governance Forum and relevant IG initiatives within the UN bodies e.g. the previous Working Group on Enhanced Cooperation for issues pertaining to the Internet. In the WHOIS/GDPR discussion we liaise with the other relevant Directorates like DG HOME and DG JUST within the European Commission and monitor closely the developments from the independent European Data Protection Board, composed of representatives of the European national data protection authorities and the European Data Protection Supervisor. I hope from this position being able to help this group produce a useful and timely output.
