FWIW this may relate in some way to the considerations to be taken into account if/when the WG further discusses the question of modifying the UDRP/URS versus developing a separate dispute resolution process. Working on the assumption that any modification (if at all) of either/both of these existing processes should be the minimum necessary to deal with the particular needs of IGOs, it would follow that the substantive requirements as to lack of legitimate rights and bad faith would be retained, and will also cumulatively apply to an IGO case, should the WG decide to recommend modification. However, in comparison, creating a distinct and separate process, while based on these procedures, need not mirror them. This can create greater complexity in terms of having to define the scope of the substantive grounds for such a new process, but is something the WG may feel the need to explore when we get slightly further ³down the road² with our work.
