I know Prof Geist personally and would be happy to reach out to him; I also thought you might like to know that we did ask for names and recommendations through academic listservs and other networks that either Prof. Geist or his colleagues may be members of.
FYI, with Jim’s and others’ assistance, staff has contacted a number of experts whose names were provided to us via these networks and personal recommendations. Steve Chan has been the primary staffer handling these conversations, and he is out this week, but I feel I can comfortably say that we should have a shortlist finalized by next week, comprising 3 or 4 experts who have indicated their interest and availability to us.

Perhaps he is not an expert but given his contacts he may well be able to point us to one more qualified. I think we should ask him to submit a short email to the group addressing his qualifications or making a recommendation if he feels he is not qualified. I think Professor Geist is a recognized expert in Internet law but question whether he has the expertise needed in the field of sovereign immunity.
