After some research, it appears fairly clear that "Geneva Cross" is another name for the "red cross on a white ground" symbol, and is NOT used as a name or words referring to the Red Cross organizations. In other words, there is no Geneva Cross name. Thus, it seems to make sense that both "emblem" and "designation" refer to the symbols and not to the words.
