I personally don't think, it does. In particular because domain names do not need to be words within a certain language. They can be arbitrarily invented words. But yes, lets discuss this.

No, I don't think it excludes this. I personally don't think it's a good idea, but we certainly have to discuss this and I might be convinced otherwise depending on the requirements and the case.
