Dear Drafting Team Members,
Staff has taken the liberty of preparing a draft document to initiate discussions for this drafting team. What we have done so far is to try and pull out requirements for the application acceptance mechanism and then lay out the solutions that the WG has already identified (e.g., hybrid, steady state) and then separately, some options considered for the steady state (e.g., first come first served, annual cycles). For each of these solutions, we have tried to identify pros and cons.
