That said, besides specific occurrences, I think threat scenarios are as good as reasoning to do changes to abuse controls such as LROs. For instance, I believe the translation/transliteration occurrences in 2012 were likely none, but since IDNs are getting some (limited) adoption, such an issue might happen within subsequent procedures. If so, they would like to know the details of what those incidents were.
