Maybe “Post Application Advisory Team”. Notes: 1. Updates to Statements of Interest: No updates provided. 2. Review of Summary Documents – (see: https://docs.google.com/document/d/1R4zXTH3hIgfbqoxyqsSp19Bl6J96NNeV7oCgxsX…) 2.2.1 Continuing Subsequent Procedures Policy Goals / What the WG is Seeking to Accomplish -- First bullet: replace “rounds” with “procedures”. 2.2.1.c.1: The Working Group recommends no changes to the existing policy calling for subsequent application rounds introduced in an ongoing, orderly, timely and predictable manner. -- Support from most commenters New Ideas/Concepts for Deliberations: -- GAC Advice and BC: Support for new rounds but no rounds started until reviews (CCT-RT) are complete. Need to do a cost-benefit analysis before starting new round. -- WG is taking into consideration the CCT-RT recommendations. Discussion: -- Policy does not have a demand component. -- Action Item: Board response to GAC Advice in the Helskinki Communique’. -- Note that the CCT-RT did have an economic study done by the Analysis Group, although perhaps not a full cost-benefit analysis. -- Concerns with maintaining the current policy unless there are objections. -- Unless there is a consensus on changing precedent we should stay on the same path. -- Can build on what we have learned, but hard to do analysis on what people might want. -- If the WG wants to request for an assessment to be done that will have to be approved by the Council. -- Calling for rounds introduced in an ongoing orderly timely and predictable manner support came from pretty much every group that responded in public comments to the Initial Report. -- We have some qualifications from the GAC. 2.2.1.e.1: The 2007 Final Report noted that success metrics would be developed around the New gTLD Program. What are some specific metrics that the program should be measured against? -- Support from most commenters. New Ideas/Concepts for Deliberations: ALAC, BRG, BC, RySG – New Ideas Discussion: -- Good proposals for different types of metrics. -- Need to define what we mean by success; CCT-RT referred that issue to the SubPro WG. -- Questions and issues in the CCT-RT could put some of these issues to rest. -- This WG could come up with a half dozen categories (elements of the program) and develop definitions of success for those – or develop targets, which is a less loaded word. -- Good conversation to continue on email. -- You could have a high-level structure from the 2012 round (to foster diversity, encourage competition, and enhance the utility of the DNS), then create specific targets within that structure within that framework. 2.2.2 Predictability -- Support from most commenters -- BC/RySG/IPC/ALAC (in response to e.1): New Idea - The Standing IRT must be representative of the community, but must also allow for the appointment of experts where needed. New Ideas/Concepts for Deliberations -- ICANN Org: Concerns/New Ideas Discussion: -- Can things in the model be improved so that you can support it? If not, what takes its place? -- Don’t think it’s in our authority to replace the GNSO policy process. -- We're not changing any of the policies or processes that have been established. -- Changes to policies after the launch need to go through the GNSO policy process; the predictability framework is for issues that come up outside of that process and guidance to the standing IRT. In the report we called it a standing IRT, but that seems to be confusing so we should change the name. Could call it a “gateway” to decide what is policy and what is not, and only looking at non-policy issues. -- Need to be more conscious of the need for predictability for third party interests. We use the term “affected parties” for that reason. -- WG needs to come up with a different name for the “standing IRT”. Maybe a Post Application Advisory Team.

Discussion: -- Delete “and included in the Applicant Guidebook”. 2.4.3.c.7: Implementation Guidance regarding technical systems: Applicants should be able to enter non-ASCII characters in certain fields. -- Support from all commenters. Include a definition. 2.4.3.c.10: Implementation Guidance regarding technical systems: Applicants should be able to receive automated confirmation emails from the systems. -- Support from all commenters. 2.4.3.c.11: Implementation Guidance regarding technical systems: Applicants should be able to receive automated application fee related invoices. -- Support from all commenters. 2.4.3.c.12: Implementation Guidance regarding technical systems: Applicants should be able to view changes that have been made to an application in the application system. -- Support from most commenters. -- ICANN Org Concerns. 2.4.3.c.13: Implementation Guidance regarding technical systems: Applicants should be able to upload application documents in the application system. -- Support from all commenters. 2.4.3.c.14: Implementation Guidance regarding technical systems: Applicants should be able to update information/documentation in multiple fields without having to copy and paste information into the relevant fields. -- Support from most commenters. -- ICANN Org Concerns. -- Some ICANN64 Concerns re: Mission and Purpose not be appropriate for “autofill”, and issue about “autofill” in relation to Question 23 as related to “services to be rendered” in the new TLD. This discussion is limited to a system that allows autofill (where the policy allows it). -- The systems section will not override concerns about allowing autofill for answers to certain questions. -- Could the WG agree that autofill could be allowed for fields if technically feasible except for mission, purpose, and services to be rendered -- which will be parked and returned to later. Parking lost should include Question 18 and 23, but not exclude any other question referencing mission, purpose, or proposed services. 2.4.3.c.15: Implementation Guidance regarding technical systems: Applicants should be able to specify additional contacts to receive communication about the application and/or access the application and be able to specify different levels of access for these additional points of contact. The systems should provide means for portfolio applicants to provide answers to questions and then have them disseminated across all applications being supported. -- Support from most commenters. -- ICANN Org Concerns. -- BC Divergence. -- ICANN64 Concerns. Discussion: -- Tied to c.14 so it should be consistent. 2.4.3.c.16: Implementation Guidance regarding technical systems: The systems should provide clearly defined contacts within the ICANN organization for particular types of questions. -- Support from most commenters. -- BC New Idea. -- ICANN Org Divergence. Discussion: -- BC New Idea is consistent with how ICANN Org says it is actually done. -- Need to determine if ICANN Org is in agreement with the recommendation, or to rely on the existing system. PLEASE READ: Transitioning to Zoom

Dear all, As you may already know<https://www.icann.org/news/blog/transitioning-icann-s-remote-participation-…>, ICANN is replacing the Adobe Connect tool with Zoom. As with all transitions, there will be a learning curve for community members as well as for staff but through the tools, information and proposed next steps outlined below, we hope we can make this transition is as smooth as possible. The complete roll out is expected to be finalized by ICANN65, Marrakech, however many groups will be noticing their calls scheduled on Zoom as of next week. Please see below a few pointers which we hope will help get everyone ready. How is staff preparing for the transition? Staff has received training, has viewed training videos and has had the opportunity to go through practice runs in Zoom rooms. This should facilitate our assistance in getting you all up to speed and work with the different groups on transitioning existing practices to the zoom environment. What is available to the community to prepare for the transition? Staff is reaching out to Stakeholder Group and Constituency, as well as PDP Working Group, leadership teams to introduce them to Zoom and ensure they will be comfortable running their first sessions with this new tool. Staff will also present Zoom to community members at the beginning of each conference call to ensure all understand the different functions and how to use them. The attached Welcome to Zoom! document will be presented at the same time. SOAC Support staff will be present during each call to assist. What stays the same? (please open the Welcome to Zoom! document for a visual) Zoom rooms still show participant and chat pods. The public chat pods will be archived and circulated as per usual, the private chat content remains inaccessible to ICANN Org staff). Documents can still be viewed in the Zoom room but please note that this sharing is a screen share which means it is no longer possible to scroll through documents unless the person who is sharing their screen does so. It is possible to join the audio via audio bridge (telephone) or via the computer. Zoom VoIP quality is excellent. It will still be possible to get a dial out for those unable to connect to the Zoom room. What changes? (please open the Welcome to Zoom! And the FAQ documents) Participants need to click on the participant list and the chat to activate them. This just takes two seconds. The content of the chat only appears from participant connection time. This means if you joins 4 mins late, you will not be able to access the first 4 mins of the chat. Zoom is notified of this and is looking into resolving the issue. The entire content of the chat transcript will however be available immediately after the end of the call once it gets posted / circulated by the host. Several documents can be viewed at the same time if several staff members are screensharing, this will allow you to navigate (as applicable) to Notes, Agenda and Documents in your own time during the call. Documents will be able to be shared via the chat to allow all to download materials to their computers during the call. The mobile app does not require you to remain in the app in order to hear the zoom room audio. Please open the attached FAQ document for any additional queries you may have. We will get to that concept a little later. 2012 was published in the UN languages, so unless we recommend something different that would be the status quo. -- Justine Chew (in the Google Doc): Sure. I can't see why something like a Companion Guide won't work. Subject to my first comment on the need to notify that terms and conditions in AGB are not displaced. 2.4.1.c.2.1: Be less focused on historical context and to the extent it is included, concentrate this content in appendices if possible. For instance, step-by-step instructions, possibly by type of application with a ‘choose your own adventure’ methodology. Is this implementation guidance (eg., nice to have)? Does next recommendation address this? 2.4.1.c.2.4: Have an improved Table of Contents, include an index and the online version should contain links to appropriate sections, definitions, etc. Themes/trends: * Support from all commenters New Ideas/Concepts for Deliberations * None 2.4.1.c.2.5: The online version could have sections that apply specifically to the type of application being applied for with the ability to only print those related sections. The EPDP Team recently completed its Phase 1 work and is expected to commence planning for Phase 2 at ICANN64 meeting in Kobe, Japan. During Phase 2, the EPDP Team will work on a system for standardized access to non-public registration data, topics identified in the annex to the Temporary Specification, as well as a number of carry over items from Phase 1. The GNSO Council is looking to appoint a neutral Chair to the EPDP Team. With such an important issue under consideration, significant responsibility comes with the role to ensure the success of deliberations. The EPDP Team is expected to have regular calls, although it may be necessary to hold calls more frequently if need arises. Additionally, the EPDP Team may have face-to-face meetings in order to meet the required milestones of the EPDP. The EPDP Team is expected to start developing the work plan for Phase 2 at ICANN64 in Kobe for which the GNSO Council may provide further guidance. There will be no compensation associated with the role of the EPDP Team Chair; however, travel associated with any face-to-face meetings may be supported by ICANN org. The Board took this action to establish temporary requirements for how ICANN and its contracted parties would continue to comply with existing ICANN contractual requirements and community-developed policies related to WHOIS, while also complying with the European Union's General Data Protection Regulation (GDPR). The Temporary Specification has been adopted under the procedure for Temporary Policies outlined in the Registry Agreement (RA) and Registrar Accreditation Agreement (RAA). Following adoption of the Temporary Specification, the Board "shall immediately implement the Consensus Policy development process set forth in ICANN's Bylaws." This Consensus Policy development process on the Temporary Specification would need to be carried out within a one-year period. Additionally, the scope includes discussion of a System for Standardized Access to Non-Public Registration Data. However, the discussion of a Standardized Access System will occur only after the EPDP Team has comprehensively answered a series of "gating questions" and non-objection by the GNSO Council. About ICANN ICANN's mission is to help ensure a stable, secure, and unified global Internet. To reach another person on the Internet, you need to type an address – a name or a number – into your computer or other device. That address must be unique so computers know where to find each other. ICANN helps coordinate and support these unique identifiers across the world. ICANN was formed in 1998 as a not-for-profit public-benefit corporation with a community of participants from all over the world. ANNEX A – CHAIR RESPONSIBILITIES AND EXPECTATIONS As outlined in the GNSO Working Group Guidelines, the purpose of a Chair is to call meetings, preside over working group (WG) deliberations, manage the process so that all participants have the opportunity to contribute, and report the results of the WG to the Chartering Organization. These tasks require a dedicated time commitment as each call has to be prepared, the agenda concretized, and relevant material has to be reviewed. The Chair shall be neutral. While the Chair may be a member of any group which also has representation on the EPDP Team, the Chair shall not act in a manner which favors such group. The Chair shall not be a member of the PDP Team for purposes of consensus calls. In addition, it is required – that interested candidates have considerable experience in Chairing working groups, and direct experience with at least one GNSO Policy Development Process throughout its lifecycle would be an advantage. Familiarity with the functioning of a Working Group is important to understand the various leadership skills that are necessary to employ during a WG's lifecycle. For example, a chair has to ensure that debates are conducted in an open and transparent matter and that all interests are equally represented within the WG's discussions. During the later stages of a WG when recommendations are drafted, a Chair will benefit from understanding the viewpoints of various members to ensure that an acceptable and effective outcome – ideally in form of consensus – can be achieved. In short, the EPDP Team Chair is expected to: 1. Attend all EPDP Team meetings to ensure continuity and familiarity with the subject matter and the on-going discussions; 2. Prepare meetings by reading all circulated materials; 3. Be familiar with the subject matter, including but not limited to GDPR and data protection laws, and actively encourage participation during the calls 4. Be active on the EPDP Team mailing list and invite EPDP Team participants to share their viewpoints; 5. Drive forward the EPDP Team and assure that discussions remain on point; 6. Work actively towards achieving policy recommendations that ideally receive full consensus; 7. Ensure that particular outreach efforts are made when community reviews are done of the EPDP Team's output; 8. Underscore the importance of achieving overall representational balance on any sub-teams that are formed; 9. Encourage and, where necessary, enforce the ICANN Standards of Behavior and resolve any conflicts in a timely manner. 10. Question/Response About Public Interest Commitment (PIC) Enforcement

Dear WG Members, In support of an action item from a Sub Group A call: “Ask ICANN Org: Does Compliance audit PICs or only when there is a complaint? Are mandatory and voluntary PICs treated differently?” …staff reached out to our Contractual Compliance colleagues about PIC enforcement. You can see the questions we asked and the response given below. While this action item was derived from Sub Group A’s review of public comments, the information may be useful to the WG during its deliberations on the subject. Please let me know if you have any questions or need additional information on this topic, especially from Contractual Compliance. Best, Steve Dear Compliance, In support of the New gTLD Subsequent Procedures PDP WG, we have a couple of questions about how Public Interest Commitments (PICs) are enforced. We assume that because both mandatory and voluntary PICs are in the Registry Agreement, they are therefore enforceable. Our understanding of the process is as follows: We are aware that there is PIC complaint form, which results in an investigation by ICANN (presumably Contractual Compliance?). If the complaint has merit, the Registry Operator gets an opportunity to resolve the issue. Depending on a number of factors, the standing panel can be invoked if the complaint is not successfully resolved to the complainant’s satisfaction. The panel has only been invoked twice. Assuming that high-level understanding is correct, can you please clarify if: PIC enforcement is only complaint-driven or if there is also some level of proactive enforcement by Contractual Compliance. If there is any difference in the enforcement of mandatory and voluntary PICs. Response: “Your understanding is correct at a high level, for cases where the PICDRP is used. PIC enforcement - for either mandatory or voluntary PICs - can be addressed through the standard ICANN Contractual Compliance Approach and Process (see https://www.icann.org/resources/pages/approach-processes-2012-02-25-en [icann.org] ) or the PICDRP, and may occur through processing of third party complaints and proactively through audits. Compliance also may initiate a proactive review of PICs based on concerns raised by the community or media (e.g., blogs).
