REMINDER: Call for Volunteers – Subsequent Procedures PDP WG Work Track Sub Teams

Dear PDP WG members, This is a reminder for the Call for Volunteers for participants and observers in the four PDP WG Work Track Sub Teams (with links to descriptions in the wikis): Track 1 – Overall Process/Support/Outreach Issues Track 2 – Legal/Regulatory Issues Track 3 – String Contention, Objections & Disputes Track 4 – IDNs/Technical & Operations There are two ways to volunteer: · As an active participant who wishes to engage in the day-to-day discussions of the particular topic. Each active participant is expected to spend at least 1-3 hours per week on Sub -Team work and will have posting rights to the mailing list. · As an observer who wishes to follow the topic discussion but not actively participate at the Sub-Team level. Observers are not expected to spend time on Sub-Team work and will not have posting rights to the mailing list. If you are interested in being a participant or observer in any of the Work Tracks please enter your name and email in the Google Drive Document at: https://docs.google.com/document/d/146fl7TfrHAkA5Cw0VfoTdGcmeZtimnMBDpXQj-2…. If for whatever reason, you are unable to access the Google Drive Document, please contact staff and we will be happy to add your name on your behalf. Dear WG Members, This email is to inform you the GNSO Council is currently considering if and when PDP Face-to-Face (F2F) Working Group meetings can take place during ICANN57. The current thinking is that such a F2F meeting could take place on day 1 of ICANN57 (Thursday 3 November) in the form of a full day or half-day session. In order to assess the availability of WG members to participate in such a meeting either in person or remotely, please complete the following poll: http://doodle.com/poll/cdr7uwun3byfu288. This information will be used by the GNSO Council to make a determination if such a meeting will be scheduled and for which PDP WG(s). Of course, we know that at this stage it may be difficult for you to confirm your attendance, but hopefully by capturing the intent we’ll get a rough idea of the availability of WG members to potentially participate in such a meeting. Rubens Kuhl:The policy issue is whether one is required to show the technical capacity beforehand, at application time, or after. Accreditation is just an option, but the same process can be used to have a greenfield operator start from zero. Heather Forrest:Picking up on @Rubens' point, would it encourage applicants (particularly in underserved areas/communities/interests) to apply if satisfying tech requirements was a separate step that came after the application submission? Phil Marano (Mayer Brown):Regarding backend accreditation, it looks like certain technical Application Questions shared a nexus between the envisaged Registry Services and “business components of each proposed service.” In particular, Question 23 asked applicants to “describe whether any of [the customary services] are intended to be offered in a manner unique to the TLD” and advised that “additional proposed registry services that are unique to the registry must also be described.” It may be worthwhile to explore how that nexus could / should be addressed through a backend accreditation program. Perhaps accreditation would apply only to customary services, e.g. dissemination of zone files, registration data, IDNs and DNSSEC, and not any unique or unforseen services… Just flagging the issue for consideration.
