I started to put down some thoughts on it and especially on reasons for creating such a program. Those thoughts developed into the attached paper. For reasons stated in the paper, I think the discussion about such a program should occur sooner rather than later - whether it be in this group or some other group. I recall that one of the major reasons we did not go down the accreditation program for the 2012 round was also the time it would take to establish the criteria and lack of a definition of what we were actually accrediting (as a 10,000 domain name registry may not have the same requirements as a 10,000,000 name registry). I do not recall talking about how it would lead to a lack of diversity, but that was in 2008 or 2009. I also remembered you hired Lyman Chapin and Interisle to help study the issue. I have reached out to him about getting this information but he told me that everything he had was in ICANN's possession. Hi Jeff: I read through all those articles that Rubens and Alan listed. It demonstrates that there is nothing new under the ICANN sun. I have no recollection of Lyman's work on this. If interested, we can contract Patrick Jones. During the discussion on the accreditation program for the 2012 round, I do recall a realization that an accreditation implementation might delay the whole program. But I feel sure that increasing diversity was the trumping issue. If it were thought at the time that an accreditation program would increase participation in underserved regions, then time would have been taken to implement it. Instead, the thinking was that a last minute accreditation program would actually discourage new entities because they would not be able to spin up in time to qualify. Now I think the opposite is the case if we start work on this now because measures can be taken, either by existing providers, ICANN or organizations such as ISOC, to develop capabilities in different regions or markets.
