One point, however — is it settled that a next-generation RDS is required to replace the WHOIS protocol? I know it seems, at times, that we are operating under the assumption that the answer here would be in the affirmative, but on page 68 of the Final Issue Report, it says our scope for Phase 1 must include answering this question: Is a new policy framework and next-generation RDS needed to address these requirements? * If yes, what cross-cutting requirements must a next-generation RDS address, including coexistence, compliance, system model, and cost, benefit, and risk analysis requirements? * If no, does the current WHOIS policy framework sufficiently address these requirements? If not, what revisions are recommended to the current WHOIS policy framework to do so? Do others feel like the draft statement, as it stands today, suitably takes into account this question, particularly if in our deliberations we were to determine that the answer was 'no'? Maybe we should consider revising "policies associated with a new and improved RDS" to read "policies associated with a RDS that is fit for purpose"?
