I think we certainly agree on your comment below Greg. Having recently worked on the WHOIS conflicts with law implementation group, I would suggest that the practical problems which the RAA data collection, disclosure, and retention requirements place on Registrars are a significant source of practical problems for them and for the end users whose rights are being insufficiently respected.
