Isn’t that assuming that IP:domain is a one to one correspondence, which is not at all true of the modern internet?
That's the "job" of namesevers/resolvers to handle, which they do already. Yes, that data will be public (I hope no-one is suggesting we redesign how dns works). No, that data does not need to be in "whois" as it's not "whois" that is used to do it now. Rob
