Yes, for almost all gtlds and cctlds that is the case They're not necessarily shown in a whois, and that in no way stops t'interwebbyfacetweetnet functioning exactly as designed. For example there are no nameservers listed on a current .tel whois for nic.tel yet whois.nic.tel resolves ok Indeed because that data is available through other 'correct' methods, following good-old 3rd-normal-form of db design would say that is a good reason not to have it in rds/whois !
