Yes, I have unwittingly built in centralization. I have some arguments, and there are some clear and definite solutions to ensure Standards in storage and handling of Data, that there is harmonization in the methods, and fairness to Registrants. Will discuss that as we go. For now, please be open to this rough outline with the belief that I am the least inclined to disturb Internet's values. For whatever it's worth, I think the approach you are suggesting has centralization built into it as a fundamental approach. I don't see how to get around that. This is not, however, the deliberation stage, so I won't say more.
