As noted, this is a strawman document to assist in the WG’s discussions. In several places staff have noted where text will need to be added later as guided by WG discussion and agreement. We want to particularly draw your attention to Section 3. Prioritization and Dependencies. In this section staff have suggested, for review and discussion, a prioritization of the recommendations, possible categories to group the recommendations, and possible dependencies.
