Updates to RPM PDP WG Timeline & Preliminary Kobe Planning
Dear RPM PDP WG members, On behalf of the RPM PDP WG Co-Chairs, please see the attached updated timeline from the Proposed Process for TMCH Sunrise & Trademark Claims Sub Teams. The updated document reflects the WG Co-Chairs’ decision after considering the request from the Sunrise and Trademark Claims Sub Team Co-Chairs, on behalf of Sub Team members, to extend the time for the analysis of the previously collected data as it may pertain to the revised agreed Charter questions. In addition, the updated timeline reflects an adjustment to the due date for WG members to submit suggestions for additional data, and to submit individual proposals. Finally, the timeline reflects the WG Co-Chairs suggestion for the WG meeting sessions at ICANN64 in Kobe. The updates are summarized as follows: 1. Extend Sub Team analysis of previously collected data to meetings on 20 and 27 February (to include 13 February). 2. Close of Submission of Additional Data: extended from COB Friday, 08 February to COB Wednesday, 13 February. 3. Close of Submission of Individual Proposals: extended from COB Thursday, 21 February to COB Wednesday, 27 March. 4. All, As noted in Julie Hedlund's message of 2/10, the deadline for Submission of Additional Data has been extended from COB Friday, 08 February to COB Wednesday, 13 February (tomorrow). I am resending the portions of the Co-Chairs letter of 1/29 with details of what data may be submitted and where and how to submit it. Hi Kathy, ICYMI, I appealed that deadline, among other things, see: https://mm.icann.org/pipermail/gnso-rpm-wg/2019-February/003644.html It doesn't make any sense to me that the "deadline" is tomorrow, when the earliest that that data will even be reviewed by the sub teams is February 27, 2019 (and even that date is questionable, given the extreme workload implicit to achieve that date). Not providing adequate time (recall, ICANN Staff was supposed to do this in August 2017, but produced nothing) has the effect of suppressing input. P.S. Here's a sample of articles/data sources that ICANN staff could have found since August 2017, but didn't, that would be suppressed if the deadline of today holds to submit these, via the Google Form (which INTA didn't have to use to submit their "survey"): 1. original posted in August 2017, data on past sunrises, see: https://mm.icann.org/pipermail/gnso-rpm-wg/2017-August/002321.html which demonstrate a massive decrease in sunrise utilization for new gTLDs, compared to those past sunrises: "I was looking for stats on the .eu sunrises, and perhaps others have better sources, but according to a Google search for ".eu sunrise period registrations total" one of the hits was to the book "Information Technology Law" (Diane Rowland et al), it stated there were 346,218 applications filed for 245,908 different domain names. Those numbers don't provide a citation, but they seem consistent with a Eurid report: https://eurid.eu/media/filer_public/1d/1e/1d1ef034-e097-41ad-99b1-1a0d5814f3... which states (page 9) that the validation agent had validated (while sunrise validations were still in progress) 140,000 applications.
