Dear WG Members, Please find the high-level notes, outcomes, and action items from the SCCI meeting #1<https://icann-community.atlassian.net/wiki/spaces/GNSOSCCI/pages/140247044/2...> on 26 March 2025. Best, Steve ACTION ITEMS: * Action Item: When completing the Indicator column, staff to include the GPI checklist as a factor. * Action Item: Staff to provide a Google doc containing the Criteria developed by the CCOICI and SCCI members to take back to their respective groups for input. Staff to consider format for collecting information on Indicators (e.g., two columns, one for existing Indicators that already demonstrate adherence to the Criteria and one where further work may be needed). NOTES: Welcome and SOIs * Question about membership not being fully filled out. Noted that you can’t force groups to participate. Several reminders sent, with deadline spelled out clearly. Review of Project Plan * Question about timing and potential overlap. Noted that the project plan is still to be determined as we await information from external sources (CIP, board-readiness, etc.). The overlap might not represent the SCCI members working on concurrent topics but rather, ICANN org staff could be preparing materials in the background (e.g., analysis of the PDP 3.0 implementation). * Question about Draft 5-yr Plan – clarified that it has already been adopted by the Board in March 2025. Continuous Improvement Program (CIP) Framework * Question about whether the SCCI will review the effectiveness of other SO/ACs and the NomCom, as well as the SG/Cs. Noted that this question was raised during the COICI – intention is to remain within the remit of GNSO overall, which is the intended focus of the SCCI. Clarified that the question is whether or not the required changes might result in changes to the GNSO Operating Procedures. Noted that it is to be determined based on outcomes. * Question about whether or not an Indicator needs to be developed in the event the GNSO already achieves the goal. Confirmed that Indicators can be what the GNSO already does or if not, then what it intends to do in the future to achieve or measure against the Criteria. Can consider two Indicator columns to make clear the difference. * Question about whether the SCCI will examine the SG/Cs. Noted that the SCCI will only evaluate at the GNSO (as a whole) and the GNSO Council. The members of the SCCI should however ensure that their respective SG/Cs are not inconsistent with the GNSO/GNSO Council. * Question about how the Global Public Interest can be evaluated. Noted that there is a GPI checklist to help perform this analysis, which is intended to serve as guidance, not be prescriptive. Next Steps Action Item: When completing the Indicator column, staff to include the GPI checklist as a factor. Action Item: Staff to provide a Google doc containing the Criteria developed by the CCOICI and SCCI members to take back to their respective groups for input. Staff to consider format for collecting information on Indicators (e.g., two columns, one for existing Indicators that already demonstrate adherence to the Criteria and one where further work may be needed).
