As previously noted, I have some concerns as to which recommendations for revisions to the Consensus Policy Implementation Framework come from the Public comment on same and which come from other sources, e.g. Board or Org so hopefully the proposed changes that come before the SCCI will note the source - rather than just saying that the change comes from the Policy Status Report. This has a bearing on defining the roles and responsibilities of Council in the implementation phase. We very much understand how busy you guys are! Just catching up on things after a very distracted last week.
As you might recall, the Consensus Policy Implementation Framework (CPIF) is “owned” by ICANN’s Global Domains & Strategy (GDS) team. Work is ongoing to revise the CPIF to address the findings of the Policy and Implementation Recommendations PSR, which will eventually be shared with this team. I’m not positive on timing but will let you know once I know more.

We would like to provide SCCI members *approximately two (2) weeks to review**, providing feedback by 30 November* upon consulting with their respective groups as needed. *Please provide your feedback directly in the google doc. via sidebar comments only.* We will schedule a meeting for this team on *Wednesday, 3 December, 13:00 UTC*, to discuss any substantive concerns or suggested edits; however, if there are no substantive changes needed, we have the option to cancel that meeting. Following agreement of the SCCI on the report, it will be submitted to the GNSO Council for its consideration, potential adoption, and next steps for implementation.
Secondarily, the leadership and staff team have also started preparing for the next phase of the SCCI’s work, which is developing the GNSO’s Continuous Improvement Program (CIP) materials. This work was put on hold for the SCCI as it awaited the Continuous Improvement Program Community Coordination Group (CIP-CCG) completing its CIP Framework <https://www.icann.org/en/system/files/files/cip-framework-02jul25-en.pdf>, as well as guidance from ICANN org colleagues on how to leverage the framework in as uniform of a manner across the various SO/ACs. Stay tuned for next steps on this work but we anticipate the SCCI restarting its CIP work in January of 2026.
