The attached list of principles is provided as a starting point for discussion for the P&I WG Principles sub-team. I developed most of them from a review of the references Marika provided below plus some of the early documents she provided to the WG. I also included one from the work of the P&I DT along with a couple of my own. As you will note in the introduction to the list "It is critical that these be critiqued freely and openly and that other principles are considered as well." As per the work plan, the objective of this sub team is to 'Derive from ICANN charters and materials "working principles" that should underpin GNSO Policy and Implementation-related discussions and determinations'. The sub-team is expected to develop these working principles by reviewing: * What guidance do ICANN core values (Bylaws Article 1, Section 2 - http://www.icann.org/en/about/governance/bylaws#I) directly provide with regard to policy development work and policy implementation efforts? (e.g., multi-stakeholder participation) * What guidance do other ICANN Core values provide that relate indirectly to policy development and policy implementation?
