Basically I feel it is difficult to understand it. But if it is the outcome of a long discussion within ALAC, I guess I'd better be quiet and send in my comment as an individual. Dear Hong:
FYI, as you will see on the At-Large Policy Advice Development calendar at http://www.atlarge.icann.org/policycalendar, the draft statement composed by Siva is now available for At-Large comment at
https://st.icann.org/alac-docs/index.cgi?comment_on_draft_implementation_pla n_for_idn_cctld_fast_track_process_revision_3.
This was announced last week in case anyone missed it.
Comments on the draft will continue to be taken until 7th July. May I encourage you to visit the above URL and leave any further comments as well as the one below? I'm sure that your comments will be very valuable, especially considering your long tenure as the previous IDN Liaison for ALAC.

Since the deadline has passed, I'm not making any new suggestion but do concern what has been deleted from the original DIP, such as contracts
and
financial contribution. I wonder whether these parts will be subject to separate documents or "gentleman's agreement".
Also, I hope the whole discussions could be on the public list. It is difficult for the community to follow the sporadic announcements from time to time.

Dear All:
To add to the schedule below one final point, a draft ALAC Statement on the v3 Fast Track proposal is due on the 26th (today), so that it can be posted for At-Large community comment.
Separately, in addition to the PDF clean text which Siva has referenced, there is a redline text available at
http://www.icann.org/en/topics/idn/fast-track/draft-implementation-plan-cctl d-redline-29may09-en.pdf
. This shows the differences between v2, which the ALAC commented on, and the present text; for those familiar with the previous version, looking at the redline text should make it much easier to decide what At-Large should say about v3, since only parts of the text have changed.
There are versions in the six UN languages:
Espanol:

Francais:

The others may all be found from http://www.icann.org/en/announcements/announcement-31may09-en.htm

Hello
The third revision of the Draft Implementation Plan is at page
http://icann.org/en/topics/idn/fast-track/draft-implementation-plan-cctld-cl ean-29may09-en.pdfwhich
is also attached as a PDF here. As per schedule ICANN public consultation closes on 15th July. ALAC consultation on this topic would open on 30th June and closes on 7th July, based on which a final draft is to be preapred and posted for voting on 9th. Voting would close on 14th on the ALAC submission.
Please go through the attached PDF with specific consideration to the following:
1. Page 25 - 29 Process Overview and the detailed flowcharts- are there any comments about the process as outlined?
2. 3.4 Technical String Criteria : Should Alac recommend relaxation on the number of characters required? Is this a technical issue or a socio-political issue? What would be alac's position on this?
3. 5.5 contentin issues
4. 5.6 Processing of a Fast Track issue
5. 6.3 US Government Authorization: is this within the purview of alac to comment in the context of IDNs.
6. Are there specific IDN points from the various constituency sessions of other constituencies that alac is in agreement with, that may be featured as points agreed, in the alac draft comment?
I also wish to submit to alac and the IDN Working Group to consider the fact that the fast track process has taken a long time, during which there have been positive developmens on the technical and process readiness on the part of ICANN to implement IDN's, so is there a need to imply a delayed implementation of the gTLD process? Would alac like to consider being equally concerned about ccTLDs and gTLDs?
And is there anything that requires caution on the path towards implentation of IDNs? There was some opinion that DNS stability takes precedence over the fast track process. Is there any such contrary opinion and are these opinions have any validity?
To truly fast track the IDN process, I wish to propose to alac to propose to ICANN that an "IDN Day" be organized, either for one full day preceeding the ICANN meeting to bring together the constituencies concerned to focussed sessions on security, legal and commericial issues, all related to IDN's. If an additional day is not possible, a relatively light day such as a Thrusday could be dedicated for discussions on IDNs for ICANN to come to a conclusive position on IDNs and truly fast track the implementation process.
