I wonder what is the status of the ALAC Statement on 3rd Version of Draft Implementation Plan for IDN Fast Track Process. The deadline of consultation, July 15, has passed, and ALAC statement is not on ICANN site obviously http://forum.icann.org/lists/ft-implementation/. Could anyone enlighten me on this? I'm puzzled why the most crucial issue, namely IDN variants, is thrown down to the very end, which makes it look like a redundancy. Everyone who has any knowledge on IDNs should know that the current ignornace of variant characters would kill IDN implementation in those most communities that need IDN most or cause fatal user confusion. If ALAC does care about user interests, the variant part (that I drafted) should be put on the very top of the statement to arouse the sufficient atteniton of the Board.

This shows the differences between v2, which the ALAC commented on, and the present text; for those familiar with the previous version, looking at the redline text should make it much easier to decide what At-Large should say about v3, since only parts of the text have changed.

I also wish to submit to alac and the IDN Working Group to consider the fact that the fast track process has taken a long time, during which there have been positive developmens on the technical and process readiness on the part of ICANN to implement IDN's, so is there a need to imply a delayed implementation of the gTLD process? Would alac like to consider being equally concerned about ccTLDs and gTLDs?
And is there anything that requires caution on the path towards implentation of IDNs? There was some opinion that DNS stability takes precedence over the fast track process. Is there any such contrary opinion and are these opinions have any validity?
To truly fast track the IDN process, I wish to propose to alac to propose to ICANN that an "IDN Day" be organized, either for one full day preceeding the ICANN meeting to bring together the constituencies concerned to focussed sessions on security, legal and commericial issues, all related to IDN's. If an additional day is not possible, a relatively light day such as a Thrusday could be dedicated for discussions on IDNs for ICANN to come to a conclusive position on IDNs and truly fast track the implementation process.
