I have also recirculated for context the implementation notes on PDP Recommendations 2 & 3 and EPDP Recommendation 1, which informed our initial discissions on V1 and were first shared with the IRT in May. As a reminder, the creation of Policy Guidance on this issue was recommended in the PDP Final Report. However, during our discussions I questioned whether Recommendation 2 had been effectively superseded by EPDP Recommendation 1, and if this fact should also be addressed in the guidance. Following IRT feedback, I proceeded on this basis. Accordingly, V2 makes no reference to Article 6ter in regard to demonstrating IGO standing to file, given the IRT’s opinion that they are no longer relevant considering EPDP Recommendation 1. We intend to highlight this development when issuing the document for public comment in November. I will set aside time to discuss any comments or feedback on V2 at our meeting next week, 15 October at 13:00 UTC.
