There was also a good analysis from Kieren McCarthy in The Register. My take is that this move would primarily close the "checkbook" for NTIA for transition-related activities. My opinion, however, is that it probably serves us well to be calm and not too affected by political debates. It is important that we get the transition right, and we will. Lets continue. Events like this are only underlining the need for the transition.
