Coming back to the discussion on yesterday's call: We should refer to source documents in the RFP and not secondary documents. NB: I totally respect the work of RSSAC on RSSAC067 and it is a great help. It just does not feel right to use it as a normative reference. So I propose adding a footnote at the first occurrence of "IANA" like this: In this RFP "IANA" refers to the functions currently specified in the agreement between NTIA and ICANN [http://www.ntia.doc.gov/page/iana-functions-purchase-order] as well as any other functions traditionally performed by the IANA functions operator. SSAC067 [https://www.icann.org/en/system/files/files/sac-067-en.pdf] may be useful reading in addition to the documents constituting the agreement itself. And then replace "IANA" with "IANA functions operator" wherever that adds clarity. Can I have feedback on this? Daniel
