Yes, specially the legal implication is the main reason why through out the actual RfP document that I have drafted ICANN has been mentioned as the ³owner² of the process. I have however asked ICANN if this can be accommodated in their process.
Just got a response from ICANN that we can label the Request as from the ICG. Here is revised text.
‹ The IANA Stewardship Transition Coordination Group (ICG) will issue a Request for Proposal (RFP) to select a suitable contractor trough ICANN process to perform its secretariat function. The ICG was established as a result of a broad community consultation and in response to the announcement by the U.S National Telecommunication and Information Administration Department (NTIA) of its intent to transition key Internet domain name functions to the global multistakeholder community.
The ICG is composed of representatives from different stakeholders groups to coordinate and deliver a single proposal. For more information about its role, please visit: https://www.icann.org/en/stewardship/coordination-group
