The apparently democratic process of us all selecting favourable times via Doodle means that those of us in unusual time zones are constantly facing very awkward times for these meetings. For example, every formal meeting of this group has been at a difficult time here in New Zealand. The London face to face meeting was from 9pm through to 5am both days, and subsequent teleconference calls have all been after midnight in the small hours of the morning for me. As we settle into an agreed pattern of future calls, I would ask that we review this. What I do for a group I chair, with diverse geography and time zones, is to agree to have each meeting +8 hours variant to the previous meeting, e.g. meeting 1 at 06:00, meeting 2 at 14:00 and meeting 3 at 22:00. This gives everyone in the group 2 reasonable time slots and 1 unreasonable time slot in the round of 3 meetings. I also have a process whereby we will never make a binding decision at any 1 meeting, to allow everyone the chance to miss one out of every 3 meetings but never miss on contributing to the final decision. I have found the above to be the least imperfect system to allow inclusion and fuller participation. Our current process (especially when the doodle poll is skewed to exlude hours that are not so appropriate in the Americas and Europe / Africa) is more imperfect. That said, for *this* call on Tuesday, we will use the policy of majority votes for the selection of time. I know, that has major drawbacks for various reasons. Even me being in Sweden, UTC+0100 or UTC+0200 feel the pain sometimes. Although of course not at all what you in eastern Asia have to feel. I'm also very happy with the normal selection of the time of the call, if colleagues in different time zones can cope .. Otherwise, an alternative could be to fix a rotation mechanism and share the pain, i.e. have 3 rotating slots so that each one of us participates, more or less, to one early morning call, one call during the day and one late night call, and the rotation repeats .. For the next time I will suggest time slots that are preferable for people in eastern part of Asia/Australia/New Zeeland. It seems this time, 12-13UTC, is relative ok for many of us. We need similar "good slots" that are as good for people on other places on the planet. What do others think about sharing the burden of awkward times for future meetings?

I agree in sharing the "pain". The issue was discussed discussed several times on GNSO council, and the secretariat sent me the following information about alternating times that have been found acceptable: 11:00 UTC, 15:00 UTC., and 20:00UTC which was later changed to 18:00UTC. We have found that alternating among 3 time zones, like the Board does as well, shared the pain of awkward meeting hours and if the meeting dates are set well in advance, like the Council dates for one year, people do not get confused. We have never had the case where someone has not been to a meeting because they 'did not know/were confused'. In addition we do not change the UTC times for the winter and summer times, we send out timely warning of the time change in each zone. I’m fine with rotating conference call times. I like Keith’s suggestion that we just choose 3 times and stick with them on rotation, rather than polling each time, perhaps with caveats for when a document editor or discussion leader is unavailable at the planned time and the call would be much less productive without that person. If possible, I think it would make sense to avoid choosing a rotation where we might lose a significant portion of the group on every third call — e.g., in summer I think we have a sizable number of participants in UTC+1/2/3, and also UTC-4, so it might not make sense to have one of the three times start at 3:00 or 4:00 in the morning for those folks. For me that is currently 4pm, midnight and 8.00am and then when we move to SummerTime / Daylight Savings at end of September this becomes 5pm, 1.00am and 9pm - which works pretty well for me. I hope this ends up with no undue hardship for anyone. Cheers Keith

I’m really sorry but since completing this poll, I now have my flight booking to Geneva, which departs at 1100 UTC on Tuesday. Emirates has onboard cell/internet service, but maybe not good enough to make the call, so apologies in advance if I can’t make it.
