Can someone from the ICG please urgently explain to me (and to everyone else) how one is meant to express interest by this Sunday to run a secretariat with unspecified scope and function as of the Friday?

IANA Stewardship Transition Coordination Group to Issue Request for Proposal (RFP) to Fulfill Secretariat Function The IANA Stewardship Transition Coordination Group (ICG) will issue a Request for Proposal (RFP) to select a suitable contractor through ICANN process to perform its secretariat function. The ICG was established as a result of a broad community consultation and in response to the announcement by the U.S National Telecommunication and Information Administration Department (NTIA) of its intent to transition key Internet domain name functions to the global multistakeholder community.
