Minor addition to the proposal assessment form
Section B3 of the assessment form refers to the 4 NTIA "principles" as the NTIA criteria. These are: * Support and enhance the multistakeholder model; * Maintain the security, stability, and resiliency of the Internet DNS; * Meet the needs and expectation of the global customers and partners of the IANA services; and, * Maintain the openness of the Internet. In addition, however, the NTIA stated that: "NTIA will not accept a proposal that replaces the NTIA role with a government-led or an inter-governmental organization solution." I believe this should be added to B3 as a fifth criterion that must be met. Milton L Mueller Laura J. and L. +1 for the addition of the 5th criteria as referenced by Milton below. I also support Milton's suggestion; good addition. Lynn On Jan 18, 2015, at 10:45 PM, "Drazek, Keith" <kdrazek@verisign.com> wrote:

I agree. We should also notify the operational communities explicitly of this and state clearly that this is not due to our whim but due to an earlier mistake on our part as we forgot to correctly include the NTIA pre-conditions. Daniel
I made this change — attached and in Dropbox <https://www.dropbox.com/s/yrh6r0vsp2d31o3/individual-proposal-assessment-she...>. Daniel: The RFP itself has the correct list of criteria <https://www.icann.org/en/system/files/files/rfp-iana-stewardship-08sep14-en....>, so the communities got the correct information to begin with. The error was in our assessment sheet. Alissa On Jan 19, 2015, at 2:38 AM, Daniel Karrenberg <daniel.karrenberg@ripe.net> wrote:

OK! I was wondering how that slipped through ... I plead temporary loss of receptive abilities due to the flu. Sneeze ;-) Daniel On 19.01.15 15:41 , Alissa Cooper wrote:

Neither of the two proposals we have seem to be proposing turning IANA over to ITU or some national government, but still... it is good to check off the box.
