We should also notify the operational communities explicitly of this and state clearly that this is not due to our whim but due to an earlier mistake on our part as we forgot to correctly include the NTIA pre- conditions.

Neither of the two proposals we have seem to be proposing turning IANA over to ITU or some national government, but still... it is good to check off the box.
