Strickling] The Internet’s global multistakeholder community has made tremendous progress in its work to develop a proposal to transition the historic stewardship role NTIA has played related to Internet’s domain name system (DNS). When we announced <http://www.ntia.doc.gov/press-release/2014/ntia-announces-intent-transition…> our intent in March 2014 to complete the privatization of the DNS, we noted that the base period of our contract with ICANN to perform technical functions related to the DNS, known as the IANA functions, expired on September 30, 2015. However, it has become increasingly apparent over the last few months that the community needs time to complete its work, have the plan reviewed by the U.S. Government and then implement it if it is approved. Accordingly, in May we asked the groups developing the transition documents how long it would take to finish and implement their proposals. After factoring in time for public comment, U.S. Government evaluation and implementation of the proposals, the community estimated it could take until at least September 2016 to complete this process. In response to their feedback, we informed Congress on Friday that we plan to extend our IANA contract with ICANN for one year to September 30, 2016. Beyond 2016, we have options to extend the contract for up to three additional years if needed. This one-year extension will provide the community with the time it needs to finish its work. The groups are already far along in planning the IANA transition and are currently taking comments on their IANA transition proposals. As we indicated in a recent Federal Register notice <http://www.ntia.doc.gov/files/ntia/publications/fr_iana_transition_comment_…>, we encourage all interested stakeholders to engage and weigh in on the proposals. In preparation for the implementation phase of the IANA stewardship transition, NTIA also asked Verisign and ICANN to submit a proposal detailing how best to remove NTIA’s administrative role associated with root zone management, which the groups working on the transition were not asked to address. We asked Verisign and ICANN to submit a proposal detailing how best to do this in a manner that maintains the security, stability and resiliency of the DNS. Under the current root zone management system, Verisign edits and distributes the root zone file after it has received authorization to do so from NTIA. Verisign and ICANN have developed a proposal <http://www.ntia.doc.gov/files/ntia/publications/root_zone_administrator_pro…> that outlines a technical plan and testing regime for phasing out the largely clerical role NTIA currently plays in this process. The testing will occur in a parallel environment that will not disrupt the current operation of the root zone management system. These developments will help ensure that the IANA transition will be done in a manner that preserves the security and stability of the DNS.

This webinar, scheduled for 26 August 2015, will focus on the findings of the report and its implications for the community. Participants will learn about the results of the Phase 1 Syntactical Validation Study, which measured the overall syntactical (formatting) accuracy of WHOIS records. The results will include comparisons based on Registrar Accreditation Agreements (2009 RAA v. 2013 RAA), top-level domain types (e.g., new or "legacy" gTLDs) and across ICANN regions. The WHOIS Accuracy Reporting System is an ICANN initiative born out of recommendations from the 2012 WHOIS Review to improve oversight of the WHOIS Program. ICANN committed to proactively identifying potentially inaccurate gTLD WHOIS contact data and forwarding potentially inaccurate records to gTLD registrars for investigation and follow up. A pilot study conducted in 2014, which acted as a proof of concept of this system, was designed with the intention of testing its key components so the framework could be leveraged to develop repeatable processes to produce assessments. Phase 1 takes lessons learned from the pilot study and operationalizes the Accuracy Reporting System. Greg https://www.icann.org/news/announcement-2015-08-07-en ------------------------------ Request for Proposal for the Independent Review of the Trademark Clearinghouse 7 August 2015 The Internet Corporation for Assigned Names and Numbers (“ICANN”) is seeking one or more provider(s) to conduct an independent review of the Trademark Clearinghouse to assess the effectiveness of three key areas related to the Clearinghouse in meeting its intended objectives and to identify considerations for future application rounds of the New gTLD Program. The three key areas for examination in this review include: (a) Trademark Clearinghouse Guidelines and Verification Process; (b) Sunrise Period; and (c) Trademark Claims Service. The selected provider(s) will design and execute a study to create a meaningful report of quantitative and qualitative data on the specified areas for examination. The draft Report will be posted for comment and updated based on the feedback received. The final report will be published and provided to the Governmental Advisory Committee (GAC) for review and consideration. ICANN is seeking one or more qualified providers to manage this complex exercise in a timely and efficient manner. ICANN anticipates a contract to be signed and work to begin with the selected provider(s) no later than October 2015. Based on the Governmental Advisory Committee (GAC) recommendation <https://archive.icann.org/en/topics/new-gtlds/gac-comments-new-gtlds-26may1…> in May 2011 for a comprehensive post-launch independent review of the Clearinghouse to be conducted one year after the launch of the 75th new gTLD in the round, ICANN has pledged to undertake a review to assess processes pertaining to the Clearinghouse in conjunction with the specified areas for review proposed by the GAC. The GAC recommended areas for review should examine whether the aims, functionality and operations of the Clearinghouse would benefit from extending the period of the Clearinghouse notifications beyond the 90 days and whether the automated system should allow the inclusion of non-exact matches. In addition, this review will incorporate a thorough assessment of the effectiveness of TMCH related processes in meeting their intended rights protection objectives. It is expected that the independent review will help identify other issues for evaluation that should be included in the analysis of the Trademark Clearinghouse, such as issues that could be addressed in policy development work in the community. Furthermore, it is anticipated the review will help inform the discussion and enable consideration of the rights protection mechanisms available in the domain name space. As the Trademark Clearinghouse was developed to support rights protection mechanisms and serve a large ecosystem of Trademark Holders and Trademark Agents, registries, registrars, as well as registrants, the study must be able to capture inputs in a representative manner from across the multitude of players relevant to the new domain namespace. Since the first version <https://www.icann.org/en/system/files/files/cwg-accountability-draft-propos…> of the proposal was released on 4 May <https://www.icann.org/public-comments/ccwg-accountability-draft-proposal-20…>, the CCWG-Accountability has taken a very open and agile approach to finding creative solutions to problems identified in previous iterations of their proposals. The second version also addresses a number of outstanding issues not fully fleshed out in the first draft. The most significant changes between the two drafts are: - *Mechanism to empower the ICANN community* The mechanism has undergone significant changes: in the May draft, there were two alternatives presented – member model and delegate model; following feedback received during the public comment period, the CCWG-Accountability brainstormed alternatives at ICANN53 in June, resulting in the development of an Empowered SO/AC model. Resulting from subsequent discussions at a face-to-face meeting in Paris in July, this second draft proposal presents the Community Mechanism as Sole Member Model. - *Four additional stress tests* The new stress tests have been added following suggestions contained in the Larry Strickling's 16 June blog post <http://www.ntia.doc.gov/blog/2015/stakeholder-proposals-come-together-icann…> on the NTIA website. - *Refinements to key elements contained in the first draft* These refinements include: - ICANN Mission & Core Values - Removal of individual ICANN Board Directors and recall of the entire Board - Independent Review Process - Community power regarding ICANN's budget - Work plan for Work Stream 2 (including adding a commitment to human rights in the ICANNBylaws) - Implementation plan for Work Stream 1 The proposal also includes "minority views", which are statements by CCWG-Accountability members and participants who object to recommendations contained in the report.
