I would like thank all IPC members (and member of IPC members) who participated in the CCWG. drafting of public comments, discussions of the proposal, IPC's decision to vote in support of the proposal and the IPC's statement accompanying its votes. It has been a demanding, robust and most of all, critical process. Of course, it is not over yet. It represents a carefully crafted balance between key requirements, specific legal advice, and significant compromises by all who participated and includes diligent attention to the input received through the Public Comment proceedings. Now, almost two years since the U.S. National Telecommunications and Information Administration ( NTIA) announced its intent to transition the role in the IANA functions to the multistakeholder community, the community has come together to do so much. We want to highlight a few noteworthy accomplishments. The community: - Established two inclusive and open processes, one to outline how best to facilitate the succession of NTIA’s stewardship of the IANA functions, and a second to ensure that ICANN remains accountable to the global Internet community in the absence of its contractual relationship with the U.S. Government. - Discussed, debated, organized or planned these processes at over 1,100 events around the world. - Held a combined nine public comment periods to finalize the proposals, ensuring that all of the Internet’s diverse stakeholders would have a voice in the transition process. - Developed two expertly crafted consensus proposals to submit to NTIA regarding the stewardship of the IANA functions, thereby proving the strength of the multistakeholder model of Internet governance. Reaching a point of consensus was not easy, as anyone who was involved in this process can attest. As one of the leaders in this process stated, it’s often painful, lengthy and often takes detours. However, meeting this challenge defines the multistakeholder model, and is one of the reasons the Internet has become the global platform for economic and social growth it is today. With ICANN55 only days away, we find ourselves in a very exciting and promising moment. The IANAStewardship Transition Coordination Group (ICG) provisionally finalized its proposal back in October, outlining how to best facilitate the succession of NTIA’s stewardship of the IANA functions. Now, after receiving confirmation from the Cross Community Working Group to Develop an IANA Stewardship Transition Proposal on Naming Related Functions (CWG-Stewardship) that its accountability requirements have been addressed in the final Cross Community Working Group on Enhancing ICANNAccountability (CCWG-Accountability) Work Stream 1 Recommendations, the ICG will hold a call to determine if the proposal can be submitted to the ICANN Board. This award program, launched in June 2014 in London, seeks to recognize long-standing community members who have served in leadership roles in multiple ICANNworking groups or committees, and demonstrated collaboration with different Supporting Organizationsand/or Advisory Committees. The Multistakeholder Ethos Award will recognize ICANN participants who have deeply invested in consensus-based solutions, acknowledging the importance of ICANN's multistakeholder model of Internet governance, and contributed in a substantive way to the higher interests of ICANN's organization and its community. The nomination period for community nominees closes on 17 March 2016. Community members interested in submitting a nomination are invited to send an email to ethosaward2016(a)icann.org including: · Name of nominee. · Community of nominee. · Reasons for nomination. Please note that the reasons outlining the candidate's merit for the nomination may be as brief or as long as required. The Final Supplemental Proposal incorporates: - Feedback received during the public comment period <https://www.icann.org/public-comments/draft-ccwg-accountability-proposal-20…> on the Third Draft Proposal <https://community.icann.org/pages/viewpage.action?pageId=56145016>. - Further development of the recommendations by the CCWG-Accountability members and participants to resolve the sometimes-conflicting issues raised by community feedback. - A change made as a result of concerns expressed by some members of the GAC and by theICANN Board regarding whether or not the GAC could be a member of the Empowered Community when invoking an Independent Review Process triggered by the Board acting on GAC advice. Initially, the Supplemental Proposal recommended not including the GAC as a part of the Empowered Community in such circumstances (on the CCWG-Accountability list, this was termed the “carve out” of the GAC); the final version removes this constraint. Final approval of CCWG-Accountability’s Work Stream 1 recommendations triggers the next phase in theIANA Stewardship Transition – the transmission of both the transition and accountability proposals to theNTIA by way of the ICANN Board of Directors. The transmission is expected to take place during or immediately following the Public ICANN Board Meeting on 10 March. Our meetings represent a chance for community members to directly and personally engage one another, the staff and the community selected Board. Nowhere is this attitude of engagement more pronounced at an ICANNmeeting, than at the Public Forum, ICANN's public open microphone session, where attendees and those joining remotely can directly engage the Board and ask questions on any subject of community interest. It's a chance to hear, and be heard. Traditionally, the Public Forum has been the final session at a meeting, scheduled just before the Board's Public Meeting, usually on a Thursday. But beginning with ICANN55 in Marrakech, we're trying something new. As recommended by the community's *Meeting Strategy Working Group* <https://meetings.icann.org/en/mswgrecommendations-icannfuturemeetingsstrate…> [PDF, 1.2 MB] (MSWG) we're breaking the Public Forum into two sessions. On the first day of the meeting, Monday, 7 March we will hold a 90-minute Public Forum session at the end of the day (1700 UTC). During that session as recommended by the MSWG, we will hear from representatives of the Advisory Committees (ACs) and Supporting Organizations (SOs), who will give brief five-minute updates to the community on some of their key issues and how they are being addressed. Following the AC/SO updates, the Board will take questions and comments from the community, just as we usually do. As most who have attended a Public Forum know, we limit these questions/comments/answers to two-minutes, to accommodate as many people as possible. At the end of ICANN55 on Thursday, 10 March, the second Public Forum, without AC/SO updates this time will begin at (1330 UTC) and run for about two-hours. Let me again emphasize that we are doing this in accordance with the recommendations from the community's *Meeting Strategy Working Group*. As you can imagine, this an evolving process and we will change and tweak the system as we move forward based on what worked and what didn't.
