Upon review of the comments received, the ICG decided to continue advancing the proposal as planned, aiming to make as much progress as possible <http://t.co/rTV6179hO0> by the time of ICANN 54, scheduled for October 19-22. During its public comment period <https://www.ianacg.org/calls-for-input/combined-proposal-public-comment-per…> that concluded on September 8, the ICG received more than 150 comments from a wide variety of stakeholders all over the world. The majority of the comments expressed support for the proposal. In some cases that support was qualified by suggestions, questions, and criticism that the ICG is working hard to synthesize and address as appropriate. ICG members worked diligently before and during the Los Angeles meeting to assess the comments. The ICG divided the comments into categories (for example, those related to the Post-Transition IANA, the Root Zone Maintainer, etc.) and for each category the ICG is examining whether the comments have already been addressed in the proposal development process, whether clarifications are needed from the ICG, or whether the ICG will pose questions or request clarifications from the operational communities. That work is ongoing and is expected to be finalized this week. ICG communications to the communities will request responses by mid-October to allow the ICG to prepare in advance of ICANN54. The ICG's decision to adhere to its planned timeline as much as possible without sacrificing quality for speed is notable in light of indications that the work in Work Stream 1 of the Cross-Community Working Group on Enhancing ICANN's Accountability (CCWG) is likely to be delayed. The ICGis closely following the work of the CCWG and expects to have more clarity about the trajectory of the CCWG's work after that group meets at the end of this week. At 23:59 UTC on 12 September, the public comment period on the CCWG-Accountability 2nd Draft Proposal closed. Stakeholders from all around the world studied our proposal and provided feedback for our consideration -- we received a substantial 88 comments <http://forum.icann.org/lists/comments-ccwg-accountability-03aug15/> on the proposal. For a draft overview of the major trends seen in the comments received see here <http://mm.icann.org/pipermail/accountability-cross-community/attachments/20…>[PDF, 3.6 MB]. Overall our assessment at this stage finds that there is significant support and appreciation for the CCWG's requirements and work to date. There was general agreement that elements proposed in the 2nd Draft Proposal enhance ICANN's accountability, and we believe that our group should take this as a sincere recognition of the quality of work done in preparing the proposal. That said, there are still areas of the proposal that many felt need further details or clarification. This reconsideration deserves careful assessment, and it will be important for the group to discuss these details in full to see where and if we can reach consensus before moving into the next phase of our proposal development. Over the next week, our team will be finalizing an assessment of the feedback received and we will begin to allocate out suggestions to sub-groups of the CCWG for evaluation. We sense that some suggestions will be relatively straight-forward to incorporate, and for those suggestions which will prove to be more challenging to find consensus on, we will deliberate at the important face-to-face meeting next week in Los Angeles on 25-26 September. We should expect that a large portion of our time in Los Angeles will be reserved to answering the tough questions, and it's important that we come out of the meeting with an idea of how to move forward together. We've accomplished an extraordinary amount of work since our first meeting in December, but as with so many other things in life, the final stretch may prove to be the most demanding. Let's keep up the energy. Let's keep up the momentum. Our community, including our ICGcolleagues, is counting on us to deliver a proposal. Let's make this happen. On Wednesday 3 June, the 'premiere' of the South Eastern Europe Dialogue on Internet Governance (SEEDIG) started with the first ever roundtable discussions taking place just before the start of EuroDIG, which itself was yet another success this year, with hundreds of participants, a flurry of exciting topics and increasingly strong discussions and outcome documents. This series of events and the formal birth of SEEDIG marked an important anniversary: It brought us back to just 12 months before, when a handful of ICANN 'regulars' from the region met informally during the ICANN 50 London meeting. We've all known for a while that the SEE community in ICANN is vibrant and full of dynamic, dedicated characters, but we all knew that more could be done to strengthen it. So we created what started as a simple mailing list: ICANN-SEE. It grew from an initial 10 members to close to 100 today, and has helped members exchange ideas, promote events, recruit speakers and panelists for public meetings, events and so on. The result? The ICANN Board submitted comments on the ICG Proposal, which can be found here <https://comments.ianacg.org/pdf/submission/submission121.pdf> [PDF, 133 KB]. Additionally, after weeks of extensive dialogue with the community, the ICANN Board has submitted <http://forum.icann.org/lists/comments-ccwg-accountability-03aug15/msg00045.…> its final input to the CCWG-Accountability 2nd Draft Proposal Public Comment forum. The Board is proceeding in accordance with the principles we outlined in our 2014 resolution <https://www.icann.org/resources/board-material/resolutions-2014-10-16-en#2.d> addressing what the Board would do in the event it disagreed with a CCWG recommendation. The elements of the Board submission are: - A brief summary of its public comment input - A comments matrix of forty-seven CCWG-Accountability proposal elements and their assessment by the ICANN Board - A short memo describing a proposed approach for community enforceability for consideration - A twenty-question FAQ of the proposed approach for community enforceability As we have stated previously <https://www.icann.org/news/blog/working-together-through-the-last-mile>, the Board supports the improvements to ICANN's accountability contained in the CCWG-Accountability's 2nd Draft Proposal. We endorse the goal of enforceability of these accountability mechanisms, and we believe that it is possible to implement the key elements of the proposal. We want to work together to achieve the elements of the proposal within the community's timeline while meeting the NTIA requirements. We have heard some concerns from the community regarding the Board's intent in presenting new ideas for the CCWG's consideration. The contributions by the Board are not meant to be a "counter proposal," but rather as suggestions for consideration to build upon the CCWG's impressive work. We encourage the community to read not only ours, but all comments submitted <http://forum.icann.org/lists/comments-ccwg-accountability-03aug15/> to the public comment forum. There are still 24 hours to submit comments on the proposal, and we encourage any interested stakeholder to do so.
