Procedurally, the last official version was what the ICANN Org team published after analysis of the public comments.
That version never reached consensus, so it can’t be part of a Consensus Policy, capital C, capital P. And not being a Consensus Policy, it can’t be enforced on contracted parties. Trying to move that version forward would only cause more delays, besides making Org lose all credibility to uphold the PDP Manual and the bylaws. And the material for the accountability mechanisms that will be triggered is readily available in the archive for this mailing list and in the transcripts, like in “ICANN Org decided by itself it would do like this”. If PSWG wants to push ICANN Org off a cliff, it’s doing a good job at that. Rubens
