Registration Data Policy & Escrow Spec updated for Billing Contact removal.

Before we publish the updated specification along with the policy language, we’d appreciate a quick IRT review. It’s not substantive in nature and more of a courtesy note but we wanted to keep the IRT informed throughout this process.
