It is now appropriate to review the situation in light of recent experience and to prepare ourselves for the forthcoming PDP. ON that basis can I request that any comments in response to the note below which you may elect to channel via the ISPCP, or on the previous position adopted by the ISPCP on this issue, are mailed to the Secretariat by 23rd January.
