I have been asked by ICANN's CEO to do a brief review (for internal use within the ICANN office) of the policy formulation and implementation processes within the GNSO with respect to WHOIS issues. I have used all the contact points for the WHOIS Task Force Representatives to seek feedback about a number of different issues.
In doing the review, we are seeking an expeditious and sensible conclusion of the discussion of the variety of WHOIS issues what are under examination through the three Taskforces. The issues are complex and views on diverge greatly within the three taskforces. We seek a better way of reaching practical, implementable policies which are effective under ICANN's current technical oversight remit.
I would be grateful if you could provide brief answers to the following questions. Feel free to call me if you would prefer to talk to me in person. I am currently on Australian Daylight Savings Time.

1.. Does the existing PDP meet reasonable expectations of timeliness & adequate consideration of issues especially those included in the WHOIS Taskforces and the terms of reference? 2.. What are your suggestions about how to make the process more efficient, more reflective of the range of views within the community and more practical in terms of any implementation of policy decisions? 3.. In particular, are there more effective ways of establishing the terms of reference of any further taskforce; of dividing up the work effectively and of ensuring that there is as little duplication as possible? 4.. More generally, does the PDP deliver policies which recognise consensus, are practical and within ICANN's broad technical reuglatory remit? 5.. How do we account for resource shortfalls within the ICANN budget; with human resource limitations and within the limitations of ICANN's range of responsibilities 6.. In particular, what are your suggestions for meeting budgetary shortfalls; providing extra human resource support and limiting the work of Taskforces? 7.. In general, what are your expectations of the GNSO secretariat; how should that work be funded; what are the parameters of that position and what are your suggestions for improving the support the GNSO receives from ICANN staff?
