Why should the Secretariat not remind people that they should think carefully about the issues to be discussed BEFORE the meeting? What "institutional mechanism" would this break? I would hope that the LACRALO institutional mechanisms would include each ALS discussing the agenda issues in advance of the meeting, so as to prepare to have a productive meeting.
