I am Lilian Ivette De Luque Bruges, I am from Colombia, specifically from the Caribbean region of the country, I have Wayuu indigenous ancestry. I have participated in ICANN since the end of 2017. In 2018 I was chosen as a fellow of the defunct At Large, Global Indigenous Ambassador program for the ICANN 61 meeting in San Juan Puerto Rico. Once that meeting ended, I began representing ALS Minka Digital (formerly AGEIA Colombia) in LACRALO. In addition, I was selected as a fellow for the ICANN63 meetings in Barcelona, ICANN65 in Marrakech and ATLAS III in Montreal. I am currently a mentor for the ALAC of the ICANN scholarship program for the ICANN74 meetings in The Hague, ICANN75 in Kuala Lumpur, ICANN76 Cancun and my term ends at ICANN77 in Washington DC As a mentor I managed to have my mentees have a positive and important participation and continue linked to ICANN, the At Large community, the RALOs and especially LACRALO. In addition to the above, since 2018 I have actively participated in the At Large community in the following working groups: CPWG, CBWG subteam webinars, I am Liaisson for LACRALO in the Social Media WG and the Outreach & Engagement Subcommittee. I participated in ATLAS III Program WG. ATLAS III Capacity building WG. At Large Communications Strategy Sub Group O&ESC NomCom Review implementation WG. Former Vice Chair of the communications working group of the Universal Acceptance Stering Group for 2 terms. Regional Chair of the At Large Social Media WG for the ICANN67, ICANN70 and ICANN76 meetings. Participant of the At Large Planning Committees for the ICANN76 and ICANN77 meetings. Former president of the LACRALO Communications Working Group. Member of the Governance Working Groups, IDN Multilingualism Universal Acceptance of LACRALO. About me I am a social communicator, journalist, specialist in information technology management. I am co-owner of an information security company and director of communications and technology for a municipality in Colombia, where I have had the opportunity to work on issues of digital inclusion, digital government, electronic commerce and digital literacy with vulnerable communities, especially indigenous people and displaced victims of the armed conflict. In addition, I coordinate the Spanish version for LAC of the Virtual School of Internet Governance VSIG. I am a founding member of the ISOC Colombia chapter and a member of ISOC's Cybersecurity and Gender standing groups. I am also a member of the Colombian Internet Governance Board and the CIOs Network of the Colombian government. I was a scholarship holder twice from NASIG, LACNIC and SSGI respectively, I am a member of the IT Women and LACNIC Policy Forum lists. I participated as an online panelist of the IGF in Geneva and financed to attend the IGF in Katowice, Poland 2021. It is my desire to be elected as an ALAC Member to represent our region and its individual users.
