Guillermo, justamente a esto me refiero en cuento a la falta de participación. No has participado prácticamente nunca, excepto ahora, y solo porque el tema te interesa, y más aún con críticas. Creo que todos tenemos obligaciones y derechos. Pero para ejercer los derechos, como en todo orden del mundo, deben ejercerse las obligaciones. Para el resto de nuestra LACRALO. Este es un ejemplo muy claro de la falta de participación, pero igualmente esta ALS tendrá derecho a voto en la próxima elección.

Reconociendo que es necesario, en defensa de la soberania y de los derechos, cautelar los derechos presentes y futuros de los paises y pueblos de America latina y el caribe en la sociedad de la informacion e impedir que se susciten circuntancias que limiten sus oportunidades de promocion y desarrollo legitimos en el entorno digital;
