As discussed in LACRALO, there is a dichotomy between current (new) operating principles and the current Rules of Procedure. To solve this problem, two options have been proposed. The first option means choosing the 5 positions described in the new operating principles (president, vice president, secretary, deputy secretary and member of ALAC) and proposing the NOMCOM member in accordance with the current Rules of Procedure.Choosing this option assumes that the new Rules of Procedure will be approved before October 31, 2019 so that the new Leadership can begin at ICANN66. The second option involves applying the old operating principles until March 31, 2020. If this happens, the elected leadership positions are limited to 3: president, secretary and one ALAC member.
